Council business shall be executed by a majority vote of the total membership. ~ ~.rticle 506. It shall be the duty of the Secretary to produce accurate minutes of the immediately preceding regular and/or special ~ meeting, to present such minutes at the appropriate Council meeting. It shall be the further responsibility of~the Secretary~to obtain the written signature of the presiding officer upon s aid minutes after approval of the Council, and to bind said minutes in the official t 1 minute book of the Council. : Article 507. All regular or special meetings of the Council . f shall be open to the public and all news media. Section~600 - Annual Reports ~ Article 601~. At or near the end of each year the Council shall submit an annual report to the Governmental Bodies. Article 602.
