~ AGREEMENT

THIS AGREE1~lENT made this 23rd day of April, 1974 by and
between Martin County, St. Lucie County, the City of Fort
Pierce, the City of Port St. Lucie and the City of Stuart, -
hereinafter referred to as the member local governments or
member governmental entities,
WITNESSETH:
That for and in consideration of the mutual benefits
accrued to the parties hereto it is agreed as follows:
Section 1.

The governing bodies of Martin County, St. Lucie County,
Fort Pierce, Port St. Lucie and Stuart deem it necessary to
enter into an agreement with each other for the establishment
of a council of local public officials. This council shall be
~ established under the authority of Section 163.02, Florida.

Statutes, and shall be a corporation not for profit.
Section 2. ~
This corporation so established shall be named the Couricil
of Governments for Martin County, St. Lucie County, Fort Pierce,
Port St. Lucie and Stuart. ~
Section 3.
~ The representatives on this council shall be the elected
~ chief executives of the local governments, or, if such govern- ~
~ ~
~ ments do not h~ve an elected chief executive a member of its ~
~
~ governing.body to be its representative. Each member of the
~
~ council shall have one vote and a majori ty decision is binding ;
~ .
, upon all. In ord~r i:o insure strenyth and proper procedure,
each member of the council lias the obligation to ascertain the
