or other structure shall be commenced, erected or maintained upon .
the Properties, nor ahall any exterior ad8ition to or chanqe or ~

alteration therein be made nor any change or a].teration to land-
scapinq outside of lot or outside of uriit owner's exterior wali, ~
or chanqe or alteration to landscaping inside of courtyards which `
would chanqe or affect the outside scene until the plans and
specifications ehowing the nature, kind, shape, heiqht, materials
and location of the saiae shall have been submitted to and approved in
writing as to harmony of external desiqn and location in relation to
surrounding structures and topography by the Board of Directors of the
Association, or by an environmental control committee composed of
three (3) or more representatives appointed by the Board. In the
event said board, or its designated committee, fail to approve or
disapprove such design and Zocation within sixty (60) days after said

plans and specification have been submitted to it, or in any event,
if no suit to enjoin the addition, alteration or change has been
commenced prior to the completion thereof, approval will not be required
and this Article will be deemed to have been fully complied with.
Section 2. Variances. The Board of Directors of the
Association or the environmental committee appointed by the Board

; may, with the approval of the City Council of the City of Port St. `

~ Lucie, approve variances to the requirements of Article X, Section 2. `
