In no event shall this Declaration be amended in any manner which shall divest any owner and holder of an institutional mortgage, or any Condominium Parcel owner o~ any vested right of a readily ascertainable value without first obtaining the consent of ~ the owner an~ holder of. any such institutional first mortgage or _ any such Condominium Parcel owner whose interest is so affected, and in no event shall this Declaration be amended in any manner that ~ - -will reduce or limit the rights or authority of the Developer of the - Condominium nor shall ARTICLE X-of this Declaration entitled "Insurance - Destruction of Premises" be amended without the written consent of the record owners of all mortgages and Condo- ~minium Parcels in the Condominium.
