Indebtedness, dated September 1, 1967. Sa3d certificates will
not conatitute general indebtedneas of the eoard and no holder
or holders of any of said certificates or of any coupons apper-
taininq thereto shall ever have the riqht to compel the levy of
ad valorem taxes to pay the certificates or the intereat thereon.
Said certificates shall constitute a lien only upon such portion
of the race track funds and jai ala~ fronton funda accruinq
annually to St. Lucie County under the provisions of Chaptera •
550 and 551, Florida Statutes, as allocated to the Board pur-
suant to law.
6.. The race track funds and jai alai fronton funds will -
be sufficient to pay the principal of and interest on said certi- y~
ficates in the manner provided in said Resolution.
7. Plaintiff has full power and suthority under the
Laws of Florida to provide for the issuance of the certificates ~
herein validated and the issuance of such certificates by said Board
in the manner hereinabove described will not violate any pro-
visions of the Constitution of the State of Florida; and such
issuance by said Board will be legal and valid~in all respects.
8. The certificates are not "bonds" within the meaning
; of the Constitution of Florida and are not required by the
; Constitution and Statutes to be approved at an election. ~

9. Said certificates are of the character and the said

~ proceedings preliminary to the issuance thereof are of the nature
as entitled the Plaintiff herein to proceed under the provisions
of Chapter 75, Florida Statutes, for the purpose of having the
~ right of said Board to issue said certificates determined.
10. Due and proper notice directed to the State of
Florida, and the several property owners, taxpayers and citizens
of St. Lucie County, Florida, and all.others havinq~or cZaiminq
~ any right, title or interest in property to be affected by the -
~ issuance by the Board of the certificates hereinbefore described,
or to be affected in any way thereby, was duly published by the
Clerk of the Circuit Court in a newspaper published in St. Lucie
