No taxpayer, citizen or other person has intervened or made application to become a party to said proceedinqs for the purpose of interposing objections to the granting of the prayers as set forth in said Complaint as provided by law. 12. The Court has carefully considered each and every objection contained in the Answer of the State Attorney for and . on behalf of the State of Florida. Such objections are hereby overruled, ~nd said Answer shows no cause why the .prayer of the Plain~iff should not be qranted and discloses no irregularity or illegality in the proceedings set forth in said Complaint. 13. This Court has found that all requirements of the . Constitution and I.aws of the State of Florida, pertaininq to the enabling Act, and proceedings in the above entitled matter have been strictly followed. 14. Chapter 76-480,~Laws of Florida, Special Acts of 1976, is legal and valid in all respects and does not violate any provisions of the Constitution of the State of Florida. NOW, THEREFORE, IT IS ORDERED AND ADJUDGED that the issu- ance of not exceeding $1,600,000 Certificates of Indebtedness, Series 1976, of The School Board of St. Lucie County, Florida, dated September I, 1976, r~umbered consecutively from one upward, maturing in numerical order on September 1 in such years not exceeding thirty ~30) years from their date, and in such amounts as shall be determined by the Board prior to the sale thereof, bearing interest payable semi-annually at such rate or zates not exceeding the maximum rate fixed by law, principal and semi- annual interest (March 1 and September 1), callable as provided in said Resolution, is for a proper public, legal and corporate purpose, and is fully authorized by law, and that said certifi- -4- o~ ~s ~ ~`a t'~
