may consider the location, size, height, spacing, and utiliza-
tion of any building, structure or use and their appurtenances,
access 'and circulation of vehicles and pedestrians,. streets..
parking area, yards and open spaces. landscaping, relation-
ship to existing and future land use of surrounding area,
community facilities services and othe~c public improvements.
(D) The Board of County Com~nissio'ners shall not approve such plan
- unless it finds that such site plan conforms to all applicable
provisions of the zoning ordinance, that the safety and
convenience of the public are properly provided for, that
adequate off-street parking and loading facilities are
provided for owners, tenants, visitors and employees, and
that adequate protection and separation are provided for
contiguous and nearby residential property.
(E) The Board of County ~ssioners may attach to its approval
of a site plan and/rea onable conditions, limitations or
requirements which are found necessary in its judgment to
effectuate the purposes of .this section and carry out the
spirit and purpose of the zoning regulations.

A review of the transcript of the Commission meeting fails to
show that the Board acted beyond the discretion granted by the quoted
provisions or solely for improper reasons involving disagreement with
the granting of the variances. Since no bad faith or gross abuse of
discretion has been proven,~the petition for mandamus or certiorari
is hereby denied.
