foot perimeter and yard cleanup .and/or maintenance, removal of
weeds and rubbish from vacant property all in,addition to mainten-
anc~ of the Common Area, when necessary in the opinion of the Board -
of Directors of the Association to preserve the beauty, quality and
value of the neighborhood. This may be undertaken only after ten
(10)- days- written notice is mailed- to the Ownet~ at his address set
forth in the contract to_Purchase or at another address of which
the Developer has been notified in writing. _
1. Assessment of Costs. To~assess the cost of such
- exterior maintenance, the Dwelling Unit and land that is a part - -
thereof upon which such maintenance is.performed, or, in_ the opinion
of the Board of Directors of the Associ a±i on, benefiting frtrm same. -
.The- assessment shall . b~ made by the- Board of Directors of the Asso-
. ciation aid be apportioned among Dwelling Units involved in the man-
- ner determined to be. appropriate by the Board. If no allocation is
made, the assessment shall be uniformly assessed against all of :
Dwelling Units i_n the affected area. The exterior maintenance -
assessments shall not be considered a part of the annual or special -
assessments. -Any exterior maintenance assessment shall be a lien
on the Dwelling. Unit affected, and-the personal obligation of the
04+ner, and shal-1 become due and payable in all respects as determined-
by the board oi' Directors of the Association, together with interest
and fees for the cost of collection, as provided for the other
assessments of the Association, and shall be subordinate to mortgage
liens to-the extent provided by section I ~f Article V. -
2. Access at Reasonable Hours. For~the purpose of per-
- forming the exterior maintenance authorized by this Article, the
(Developer) Associateion, through its duly authorized agents or em-
ployees, shall have the right, after reasonable notice. to the Owner,. -
- to~enter upon any Parcel or the exterior of any improvements thereon
--at reasonable hours on any-day except~Saturday or Sunday.
- 3. All of the Dwelling Unit Owners in one building shall
be liable equally for the cost-of repair of ary damaged sewer or
water line connected to the main line and serving their building and
any other common uti 1 i ty so 1 ocated except that i f the Owni#r,` of a
