Copies of any rules and regulations promulgated, amended or rescinded sha 11 ~e mailed to all :le:abers at their last known address as shown on the Acdress Register and shall not take effect ~:ntil forty eight (48) hours after such mailing. Section 9. Parliamentary Rules. The then latest edition of Robert's Rules of Order shall govern the conduct of meetings of the Condominium Association, provided, however, if such Rules are in conflict with the Articles, these By-Laws, the Declaration of Con- dominium or the Condominium Act, then the Articles, these By-Laws, the Declaration of Condominium or Condominium act, as the case may be, shall apply and govern. Section 10. Amendment of the By-Laws. 10.1 These By-Laws~may be amended by the affirmative vote of not less than a majority of the ,iembers present at a regular or special meeting of the :Membership and the affirmative approval of a majority of the Board of Directors at a regular or special meeting of the Board of Directors. These By-Laws may also be amended by the affirmative vote of a majority of the Board of Directors at any time prior to the Turnover Date, as such. terra is defined in the Articles of Incorporation of the Condominium Association.
