this Declaration, :~nnd shall not be effective until adopted by a
majority of the members of the Board of Directors of the
Association at a meeting duly called and noticed and at which a
quoru~e is present and voting. Notice of any modification, shall
be delivered to each member of the Association= provided that the
delivery to each member of the Association of notice and a copy of _
the modification or amendment to Architectural and Related Rules
,and Regulations shall not constitute a condition precedent to the
effectiveness or validity of such.-change or modification.
(2) To recommend to the Board of Directors,
approval or disapproval upon submission to it of any landscape
device or object, or other improvement or change or modification
thereto, the placement of which is proposed upon any exterior
portion of any Lot, or upon the Common Area.

A. Exterior Color Plan. The Committee shall have final
approval of all exterior color plans and each Owner must submit to
the Committee a color plan showing any planned change of the color
of the roof, exterior walls, shutters, trims, etc. The Committee
shall consider the extent to which the color plan is consistent
with the Dwelling Units in the surrounding areas and the extent to
which the color plan conforms with the natural color scheme of and
for TARPON BAY VILLAS.
B. Temporary Structures and Garages. No structure of a
temporary character, trailer, basement, tent, shack, garage, barn
or other outbuilding shall be used on any Lot at any time as a
residence, either temporarily or permanently.
C. Alteration. No substantial alteration or remodeling
