thereof , is pledged to the payment of the principal of the Bonds or the
interest thereon or other costs incident thereto.
20. Plaintiff does not intend to derive a profit from issuance
of the Bonds or from any other transaction in connection with the
financing of the acquisition, construction, reconstruction or rehabilita-
tion of any qualifying housing development, as that term is used in the
Aft, and the same shall not be a source of revenue to the state or any
local governmental unit.
21. Because the Bonds are not payable from ad valorem -
. taxation, no voter approval of their issuance is required. The fact
that the Bonds may be secured by a pledge of the Collateral and the
Mortgages and by an assignment of the Mortgage Notes does not alter
that conclusion .
22. No taxpayer, citizen or other person has intervened or
made application to become a party of these proceedings or interposed
any objection to the granting of a final judgment for validation.
23. The Court carefully considered the Answer of the State
Attorney and that Answer shows no cause why the Complaint should not
I, be granted and discloses no irregularity or illegality in the proceedings

~ set forth in the Complaint. Any defenses and objections contained in
the Answer are hereby overruled and dismissed .
24. All requirements of the Constitution and laws of the
State of Florida and St. Lucie County pertaining to these proceedings
have been strictly followed.
NOW, THEREFORE, it is
ORDERED AND ADJUDGED that the issuance by Plaintiff of
the St. Lucie County Housing Finance Authority Collateralized Loans-To-
Lenders Revenue Bonds, 1980 Series A~ and Single Family Mortgage
Revenue Bonds (Multiple Originators and Servicers), 1580 Series A to
~ be issued concurrently, separately or in the alternative, but not to ~
exceed,_ in the aggregate, ;25,000,000, to be issued as coupons bonds,
- registerable as to principal only , in the denomination of ;5 ,000 each ,
