Charges by th~~ Association ayainst members for other than common Nxpt~nse shall :,e payable in advance. Those charges may be ~~ollectN~i by assessment in the same manner as common expenses, and when circumstances permit, those charges shall be added to tt?e~ assessments for common expense. Charges for other than common exl~nse may be made only after approval ~f a member, and may include but shall not be limited to charges for the, use of Condominium property when authorized by the Declaration of Condominium, maintenance - services furnished at the expense Uf a member and other services furnished for the benefit of a memb~?r. 6.5. ASSESSMENTS h'OR EMERGENCIES. Assessments for common expenses of emergencies that cannot he paid from the annual assessments for common expenses Tall tie due only after 30 days' notice is given to the unit owners concerned, and shall tie paid in such manner as tt?e board of directors of the Association may reyuire in the notice of assessment. - 6.6. The Depository of the Association shall be such bank or banks as shall be designated from time to time by the directors and in which the mun~~ys of the Association shall tie deposited. Withdrawal of moneys from thc~s~r a~cc~unts shall. be only by checks siyned by such persons as are authorized by the directors. 6.7. An accountinc3 of the receipts and disbursements of the Association shall be made annually by the Association and a written repor_ t of such receipts and cii:~t~ursements shall be furnished to each m~~mher not later than thrle~ months after the end of the fiscal year. 6.8. Fidelity bonds shall be reyuired by the board of directors from all persons hancilin~3 or responsible for Association funds. The amount of the5~~ tx,nds and the sureties shall he determined by the directors. •Phe pre,niums on the bonds shall be paid by the Association. 7. PARLIAMENTARY RULES. Rot,erts' Rules of Order (latest edztiun) shall govern the cc,nciuct of Association meetings wt,en not in conflict with tt?r Declaration of Condo- minium, Articles of Incorporation or these ey-laws. 8. AMENDMEN'PS. Except as el sewher~~ prov idNd otherwise, these By-laws may be amended in tt~e followi??q manner: - 8. 1 . Not ice of the subject matter ,~f a t~rc,lx~sed amendment shall be included in the nuti~e uE any m~•c•t.iny at which a proposed amendment is considered. 8. 2. A resolution adopt i ny a prolx~:;ed amendment may be proposed by either the board of directors uf~ the Association or by the members of the Association. Directors and members not present in person gar by proxy at the meeting considering the amendment may express their at~prc~val in writing, providing that approval is delivered to the Secretary at or prior to the meeting.
