after being by me first duly sworn, upon oath says: That my name
is riARY ALICE ALTMAN; that affiant resides immediately east of the
property described above and has for the past thirty years; affiant
further states that the above described property was vacant and
unimproved on May 9, 1975, and remained so until MR. and MRS. JOHN
H. SEALS, JR. began construction of a home thereon in late 1977.
