(j) A.ll sums collected by the A~sociation from assessments may be commingled in a single fund or divided into more than one fund, as determined by the Roard of Direcrors. All a~se~sment payments by a uni.t. owner shall be applied as provided herein and in the Declaration of Conclominium. (k) Any unit owner shall have the right t.o require from the Association, a certifica+e showing the a~nount of unpaid assessments aqainst hi:n with regard to his condominium parcel. The t~older of a mortgage or other lien shall have the same right as to any condominium parcel upon which i* has a lien. Any person other than owner ~ho reli~s up~n such . certificare shall be pro~ecred thereby. Section 9. (~) (b) ~3udget and Financial Repor+_: The Roard of Directors is emnowered ro propose and a~o~t. the budaet for the Conc~omi ni um. 1:otice ef the meering and a co~y of a proposed ann~~al hudget of common expenses shall be mailed to +he unit owners not less ~han r.hirt.y (30) days prior to the meeting of the E?oard of Directors at which the budget wil] be consic~~red. Such r~eeting shall be open to the unit okners. If a budget is ac~e~red by the Board of D~ recters k~hich requires a~sess~~ents against t-he unir. ~wn~rs in any fiscal year exceec?ing 115 percent of such assessments for the preceding year, a sp~ci.al .r.~eeting of the unit o~mer~ shall be held, i.f reyuesrec~ in writ_ing by at leasf ten percent (10$) oi the unit owners, to consider and enact a re~~ision ef the ~udoet, or recall any and all m~~-ber~ of rhe 3oard of . In addition t.o ann~al operaring expenses, rh~ budget. shall include reserve accounrs for ca~ital expenditures and c~~fer.r.ed maintenance.
