Forfeitures are considered harsh exactions and as a
general rule, are not favored. If a statute does not expressly
provide for forfeiture, none should be implied. 24 Fla. Jur.,
Penalties and Forfeitures, 36.
It is thereupon
ORDERED and ADJUDGED that Petitioner's petition-for- -- --- -- ---~
rule to show cause why said vehicles should not be forfeited is
denied.
It is further
ORDERED and ADJUDGED that the 1977 Chevrolet Corvette,
VIN: 1Z37L7S403027, and the 1976 Cadillac Seville, VIN: 6S69R6Q310913.
be returned to the resp,ondent, Robert ippner, Jr.
