A an~ Parcel B. :'he aforesaid obligations to maint3in
~raina~e :acilities and water retention basins or
pon~s shall aba~e for such periods of time during
which such obligations shall be undertakeR by an
approoriate qovernmental authority. Said drainage
facilities an~ water retention basins or pon3s shall
be finishe~ and ready for use no later than eight (8)
~onths from the 3ate hereof. In the event that the
owner of Parcel B shall fail to complete the
construction of such dzainage an~ retention facilities
prior to the date set forth above, the owner of Parcel
A, its successors, successors-in-title, and assi~ns,
shall have the riqht, but not the obligation, to enter
~~on such portions of Farcel B as are not within thz

twelve percent (12$); or (ii) the annual rate then in
effect under the construction lo~n, iF any, entzre3
inta by the owner of Parcel A for the construction of
improvements on ParceZ A. Such interast shall accr~e
fron~ the 3at~ such expenses ar~ incurred until paid,
and the entire amount of such expenses together wirh
all interest accrue~ thereon shall be payable no later
than ten (10) 3afs after the receipt by the own~r o.f
Parcel B of written notice from the owner oi Parcel A
that such facilities have been conaplate3, sai3 notice
to be accompanied bf a state~nent setting f~rth the
total amount ~ue and payabl~ by the owner oi Parcel 3
