E. To tix assessments to be levied against the property and the cost oi
eifectuating the objects and purposes of the Association, and to areate reasonable
reserves for such expenditures, and to authorize its Board of Directors, in its
disaretion, to enter into agfeements with any responsible organizations for the
coiiection for such assessments. ~
F. To charge recipients for services r~ndered by the Association and the
users for use of Association Propecty when such is deemed app~opriate by the Board
of Directors of the Association.
G. To pay taxes and other charges, if any, on oF against property owned
or accepted by the Association.
H. In general, have all powers conferred upon a corporatian by the
laws of the State of Florida, except as prohibited herein. ~
IV. MEMBERS -
A. The members shall consist of the Owners of Residential Lots, Units or

Homes in The Sands Development and all such Owr~ers st~all be members of ihe ~
Association. There shall be three (3) classes of inembecship interests as folbws:
Class A Mernbers. Class A Members shall consist of aII•
i Owners of Residential Lots, Units or Homes in The Sands

~ Development, subject to the Declaration of Covenants, Restrictio~s,
` Easements, Charges and Liens of The Sands Community Association, ~

~ Inc., and any Supplemental Declaration thereto except . Class B
