Except as elsewhere provided otherwise, this Declarat on o Condominium may be amended in the follo~ring manner: ~ 13.1 Notice. Notice of the sub,~ect matter of a proposed amendment sFall be included in the notice of any meeting at which a proposed amendment is considered. 13.2 Resolution of Ado tion. A reaolution adapting a propoeed amendment may e propose y either the Board of Directors of the Association or by the members of the Associa- tion. Directors and members not present in person or by proxy et the meeting considering the amendment may.express their approval in writing, providing auch approval is delivered to ~ the Secretary at or prior to the meeting. Except.ae elsewhere provided,~such approvals must be either by: . a. not less than seventy-five percent (75~) of the entire membership of the Board of Directore and by not less than seventy-five-percent (75~) of the votes of the - entire membership of the Association; or b~. not le8s than eighty percent (80~) of the votes of the entire membership of the Association; or c. until the first election of directors, only by all of the.directors, provided the amendment does not increase the number of units nor alter the boundaries of the common elements. - 13.3 Proviso. No amendment shall discriminate against any unit owner nor against any unit or class or group of units unless the unit owners so affected shall consent; and no amendment shall change any unit nor the share in th~common elements appurtenant to it, nor increase the owner's share of the common elements, unless the record owner of the unit ar?d all record owners of liens thereon shall ~oin in the execution ~ of the amendment. I ~ 13.4 Execution and Recordin . A copy of each ~ amendment shall e attac e to a rt icate certifying that the amendment was duly adopted, which Certificate shall be i executed by the Officers o£ the Association with all the formalities of a deed. The amendment shall be effective when such Certificate and a copy of the amendment are recorded in the Public Records of St. Lucie County, Florida. 14. TERMINATION. The condominium may be terminated in the manner prov e y the Condominium Act. 15. SEVERABILITY. The invalidity in whole or_ in part of any covenants or re8triction, or any section, subsection, sentence, clause, phrase or word, or other provision of this Declaration of Condominiwn and the Articles of Incorporation, By-Laws and Regulations of the Association shall not effect the validity of the remaining portions thereof. 16. NO WAIVER OF ASSESSMENTS. No owner of a un it may exempt himse rom a ty or his contribution toward the common expenaes by waiver of the use of the common elements or by the abandonment of his unit. - 17. REAL ESTATE TAXES.
