A RESOLUTION EX7EI~IN6 TNE TEl~ORARY LIMITATIONS
ON BARRIER ISLANDS SITE DEVELOPt~ENT PLAN REYIEM
SET FORTH IN RESOLUTION NUMBER 82-159
WHEREAS, the Soard of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Pursuant to Section C of Resolution Number 82-159, this
Board held a public hearing on June 21, 1983, after publishing
notice of that hearing in the Fort Pierce News Tribune on June 3 "
and 13, 1983, to consider whether to extend or modify the temporary
limitaticns on Barrier Isl'ands site development plan review set
forth in Section B of the cited resolution.
2. As anticipated in Section 10 of Resolution Number 82-159,
this Board has received the results of the enviro~mental impact
and feasibility assessment of those bridge and roadway improvements
that would be necessary to accommodate Barrier Islands development
at various levels, which assessment is entitled Hutchinson Island
Environmental Study: Final Technical Memorandum - Phase I- Feasibility
of Improved Access to the BarriEr Islands (the "H~~tchinson Island
Environmental Study").
3. The Hutchinson Island Environmental Study indicates that
State and Federal funds are not practical sources of financing for
~ the multi-lanin~ of Jensen Beach Causeway or for any other new ;
f ~
~ bridges or maj~r access improvements on or to the Barrier Islands.

= 4. The Hutchinson Island Environmental Study further indicates
~ that the estimated cost of bridge and roadway improvements required
to provide transportation capacity for the maximum development ,
levels that might be allowed on the 8arrier Islands under the
current land use designation maps in the St. Lucie County Growth
~ Management Policy Plan is approximately 95 million dollars.
5. This B~ard will not receive the fin31 results of the Barrier ~
~
~ Islands traffic and development monitoring program described in

Section 12 of Resolution Number 82-159 until mid August 1983.

€ 6. The traffic and development monitoring program will ,
:
~ verify, and refine if necessary, the numbers of residential, hotel/
~ rr~otel, and transient units that can be acco~unodated on the Barrier
~ -
~ Islands by existing transportation facilities.
