( i The Homeowners Associatio n can assess, in addition to - E~ the above $10.:00, amounts necessary to provide utility servi~es ~ including, but not limitod to, garbage collection and sewage ~ disposal. ~ i The Homeowners Association can further charge interest at 10~ per annum, plus_a late charge of $1.50 for late payments _ due hereunder or under paragraph 10, hereof. ~ The Homeowners Association shall have a lien on the ~t unit of any member who~fa~ls to pay any assessment when due for the amount of the assessmc~nt and any late charge and interest. - Said lien shall attach immediately upon the payment not being - made when due, but shall be inferior to any liens under para- - graph 10-hereof. _ . . ~ 12.
