PURPOSES The purposes of these requirements are to establish rules and regulations qoverninq the protection of trees and veqetative cover within the limits of The Reserve to encourage the proliferation of trees and veqetation within The Reserve as well as their replacement, in recoqnition of their im portance and their meaninqful contribution to a healthy, beautiful and safer community attributable to their carbon dioxide absorbtion, oxygen production, dust filtration, wind and noise reduction, soil erosian prevention, surface drainage improvement, beautification and aesthetic enhancement of im proved and vacant lands, and the general promotion of the health, safety, welfare ~nd well being of the community. II. DEF'INITIQNS (a) BUILGABLE-AREA shall be defined to mean that portion of a building site exclusive of the required yard areas on which a structure or building improvements may be erected. (b) DRIP tINE is a vertical line run throuqh the outermost ' portion of the crown of a tree and extending to the qround ~ provided, however, that the same shall be not less than a ten ~ (1B) foot diamster circle which is drawr~ from the center of the ' trunk of a tree. ~ ~ (c) REMOVAL shall be defined to include any intentional or ~ neqliqent act which will cause a tree to decline and die within a period of three (3) years, including but not limited to such damage inflicted on the root system of a tree by the operation of heavy machinery; the chanqe of the natural qrade above the root system of a tree or around the trunk of a tree; and the damages from injuxy or from fire inflicted on txees whfch results in ar permits infections or pest infestations. ~ (d) SHRUB shall mean a bushy, woody plant, usually with several permanent stPms, and usually not over fifteen (15) feet ~ high at its maturity. ~ ~ (e) TREE shall mean any self-supportinq woody perennial ~ plant which has a trunk diameter of two (2) inches or more when measured at a point four and one-half (4 1/2) feet above qround level an8 which normally attains an overall height of at least fifteen (15) feet at maturity, usually with one main stem or trunk and many branches. it may appear to have several stems or trunks as in sevezal varfeties of oak. 7-17-85 Res Crk 22 gQ~K~~,~ P~GE e~U~ , _ y_ , ~.q ~~x
