AN ORDER GRANTING MINOR SITE PLAN
APPROVAL FOR THE PROJECT TO BE KNOWN
AS PINE SUMMIT S/D
WHEREAS, the St. Lucie County Community Development Director has reviewed the apPlication for
site plan approval submitted by Culpepper & Terpening, Inc., reviewed the comments of the St.
Lucie County Development Review Committee on this application, and made the following
determinations:
A 6-parcel residential subdivision has been proposed for a tract of land located
noAh/northwest of the intersection of Prima Vista Boulevard (extended) and Lennard Road;
just south of the Vista St. Lucie residential project, subject project to be referred to as the
Pine Summit Subdivision.
The Development Review Committee has reviewed the site plan for the proposed project
and found it to meet technical requirements of the Land Development Code and to be
consistent with the St. Lucie County Comprehensive Plan.
The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Comprehensive Plan and the St. Lucie County Land
Development Code.
The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
All reasonable steps have I~een taken to minimize any adverse effect of the proposed project
on the immediate vicinity through building design, site design, landscaping, and screening.
The proposed project will be constructed, arranged, and operated so as not to interfere with
the development and use of neighboring .property, in aCcordanCe with applicable district
regulations.
7. The proposed project is to be served by onsite wells and septic systems.
The applicant has applied for and received a certificate of capacity, a copy of which
is attached to this order as Exhibit A, as required under Chapter V, St. Lucie County
Land Development Code.

NOW, THEREFORE, BE IT ORDERED:
Pursuant to Section 11.02.03(A)(5) of the St. Lucie County Land Development Code,
the Final Site Plan for the project to be known as Pine Summit Subdivision be, and
the same is hereby, approved as shown on the site plan drawings for the project
prepared by Culpepper & Terpening, Inc., on April 12, 1999 and last revised on
August 17, 2001 and received by the St. Lucia County Community Development
Director on August 17, 2001, and the preliminary plat for the project prepared on
June 5, 2001 and last revised on August 17, 2001and submitted to the St. Lucia
County Community Development Director on August 17, 2001, for the property
described in Part B below, subject to the following conditions:
As part of the platting for this project, the developer shall establish through
specific Plat Dedications the area to be set aside for gopher tortoise
relocation.
As part of the platting of this property, the referenced Tracts B, C, and E on
the project site plan shall be recognized as non-buildable parcels unless and
until they are combined with or added to a parcel of land that otherwise
meets all applicable zoning requirements, including but not limited to
frontage.
As part of the platting of this property, all conservation easements and
environmental dedications shall include St. Lucie County as a signatory or
entity that must approve any release, in part or total, of any portion of any
conservation easement or dedication.
B. The property on which this development will take place is described as follows:

The approvals and authorizations granted by this Administrative Order are for the
purpose of obtaining building permits on this property described in PartA, and shall
expire on October 15, 2003, unless the developer has obtained final plat approval for
the site plan described in Part A or an extension has been granted in accordance
with Section 11.02.06, St. Lucie County Land Development Code. Upon the
recording of the final plat(s) for this property in the land records of St. Lucie County,
no further site plan authorizations or extensions of the site plan approval granted
through this Administrative Order will be required unless the proposed use or land
development activity requires such an authorization.
The Final Site Plan approval granted under this Administrative Order is specifically
conditioned to the requirement that the petitioner, Preferred Properties of StLucie,
LLC, including any successors in interest, shall obtain all necessary development
permits and construction authorizations from the appropriate State and Federal
regulatory authorities including, but not limited to; the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, and the South
Florida Water Management District, prior to the issuance of any local building
permits of authorizations to commence development activities on the property
described in Part A.
A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Community Development
Director and mailed, return receipt requested to the developer and agent of record as
identified on the site plan applications.
The certificate of capacity, attached as Exhibit A, shall be valid for the same period
as this order. If this order expires or otherwise terminates, the certificate of capacity
shall automatically terminate.
This order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 15th Day of October 2001.
