removal and/or alteration of mangroves in the establishment and
construction of public facilities and their right-oP-,~ays that are
tleemed in tne public interest sub~ect to the following standards:
(1) The public authority must conclude and certity that the
public health, safety~ or general welPare would be promoted by the
proposed alteration or removal. ~ -
(2) The public euthority must ciemonstrate that the proposed
alteration or removal plan is the least demaging alternetive.
SE~TION 1-7.6-35 STANOAROS FOR THE ST. LUCIE COUNTY MOSQUITO
CONTROL OISTRICT
A permit ~shall be issued to the St. Lucie County Mosquito
Control District for the removal and/or alteration ot mangroves
• for non-exempt mosquito control activities sub~ect to the
pollowing standards, provided that these activities are unclertaken
I ~ as part of a St. l.ucie County mosquito control program:

~ (1) ~ The District must demonstrate that the public health,
~ safet~y, or general welfare would be promoted by the proposed
i alteration or removal.

(2) Tne District must aemonstrate tnat tne proposed
alteration or removal plan is the least damaging alternative.

SECTION 1-~.6-36 MITIGATION REQUIREMENTS ANO STANOAROS

i (1} General Requirements.
(a) Mitigation outside op salt marsh impoundments
shall generally include restoration, enhancement and wetland
creation in wetland, intertidal and/or open water areas and, Mhere
appropriate, the removal of on-site exotic trees. The acreage of
, wetland, intertidal and open Nater areas that shall be resLored,
created or enhenced is set out in Section 1-7.6-36(2). The
procedures and standards for mitigation outsicie oP salt marsh
impoundments are dependent on the location and options for
restoration, creation or enhancement as set out in Sections 1-7.6-
36(3) through (6). -
