(c) Mitigation shall be waived pursuant to Section 1-
~.6-38.
(2? Mitiqation Acre~ge Reguirements. The mitigation
required Por restoration, creation or enhancement snall be at a
ratio of at least two (2) acres restored, createcf or e~hanced tor
. eaCh mangrove acre lost as set out below, unless otherwise
permitted by the State. The ecreage of inengrove area lost shall
be determinetl by the square foot area of the proposed activfty,
unless a biological survey by a proPessional bio~ogist or related
professional is conductetl which icientifies the exact canopy
coverage of mangrove area lost.
(a) For non-vehicular access, tne mitigation acreage
snall be two (2) times greater tnan the mangrove area proposed for
alteration or removal~in square feet, that is, a 2:1 ratio of
mitigation acreage to mangrove area lost.
(b) For ve~ic,~lar access, the mitigation acreage
shall be three (3) times greater than the mengrove area proposed
for alteration or removal in squere feet, that is, a 3:1 ratio of
mitigation acreage to mangrove area lost. A mitigation acreage of
less than 3:1 but not less than ;2:1 may be considered by the
Planning ~ivision, if it can be reasonably de monstrateci that the
lesser ratio will provide a, replacement of mangrove habitat over
tne compliance period whic~ will be equivalent to the mangrove
~ habitat lost by the proposec alteration or removal plan.
~ (c) For mangro~e alteration or removal associated
I~' with ressonable use of ro art and ublic suthorities that does +
not involve either non-~~ular o~r ~vehicular access, the !
mitigation acreage shall be, at a minimum, two (2) times greater
than ths mangrove area proposed Por alteration or removal.
(3) Mitigation In wetlends With Exotic Anci NaLive

Vegetation On-Site.
(a) Locational R_equirement. The mitigation plan
shall be implemente0 to the greatest extent possible in wetland
areas which have botn.exotic and native vegetation on-site, prior
~ to considering Section 1-7.6-36(4).
(b) Procedures and Standards. In the development ot
the mitigation plan the ailor~ing procectures and standards shall
be used:
(i) Exotic trees shall be removed and assigned
an equivalency value of ten (10), twenty (20~); tifty (50), and one
