(6) Miti ation Options. The Planning Oivision may consider -
other forms o mitigation end mitigation compliance conditions in
non-salt marsh impountlments including, but not limited to,
improvements in tidal flushing anci wetland creation i~ uplands, if ~
it can be demonstrated tnat such options are more appropriate than
the requirements set out in Sections .1-7.6-36(2) through (5) and -
Section 1-7.6-37. However, mitigation as set out in Sections 1-
7.6-36(2) through (5) shall be considere0 to the greatest extent
possible prior to consldering other options. Tne alternate
mitigation proposed shall be at a ratio of at least 2:1 mitigation
acreage to mangrove area lost, u~less otherwise permitted by the
State.
(7) Mitigation In Salt Marsh Impoundments. In salt marsh
mosquito control impoundments mitigation plans including
mitigation compliance conciitions shall be developecf in
• consu~tation witn the St. Lu~cie County Mosquito Control District.
The mitigation screage shall be two (2) times greater tha~ the
mangrove area proposed for alteration or removal in square feet,
.that is, a 2:1 ratio of mitigation acreage to mangrove area lost,
unless demonstrated that other stanciards are more appropriate, and
unless~ otherwise permitted by the State. Forms of mitigation may
include, buL not be limited to:
(a) Improvements in mosquito control activ~ities
through. research funding ancl implementation which increases fish
and wildlife habitat and values.
(b) Restoration of salt marsh systems through
improvements in circulation.

SECTION 1-7.6-37 PROCEDURES FOR MITIGATION INSPECTION ANO ~
COMPLIANCE ~
Unless otherwise permitted by the State, mitigation
compliance shall constitute seventy (70) percent growtn coverage
normal to ~ two (2) year duration for res~toration, enhancement and
wetlano creation pro~ects. For other Porms of mitigation,
compliance conditions shall be specified fn tne local permit.
Procedures Por mitigation inspection and compliance include:
(1) Tne permittee shall. submit written notice to the
Planning Oivision within ten (10) days aPter the start of the
mitigation work. ~
