RESOLUTION NO. 01-236
A RESOLUTION ESTABLISHING THE ST. LUCIE COUNTY
INTERNATIONAL AIRPORT NOISE ABATEMENT
PROGRAM, PROVIDING DIRECTION TO THE AIRPORT
DIRECTOR REGARDING ITS IMPLEMENTATION, AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the Board of County Commissioners of St. Lucia County, Florida (the
d"), has made the following determinations:

The County owns and operates the St, Lucia County International Airport (the

:ft operations noise on residential areas.
3. In March 2001, the Board initiated an assessment of the Airport's existing
~batement program efforts since the completion of the 1994 FAR Part 150 Noise Study.
.ssessment included a review of the noise abatement procedures approved in the 1994
50 Study and an analysis of additional measures which have the potential to further
noise impacts in residential communities surrounding the Airport.
3. On September 28, 2001, the Board conducted a worksession on airport noise
~ent during which it received the assessment results and obtained public comment
Jing the proposed abatement procedures. The particular focus of the assessment and
comment was the impact of flight training on residential communities.
4. Based upon the assessment results and public comment received during the
tuber 28, 2001 worksession, it is appropriate for this Board to adopt a Noise Abatement
~m for the Airport.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of .ft.
County, Florida, as follows:
1. The "St. Lucia County International Airport Noise Abatement Program" (the
'am") is hereby established as follows:
"Touch and Go" training procedures are hereby prohibited between the
hours of 5:00 p.m. and 9:00 a.m. Monday through Friday and ore
prohibited on Sundays and legal holidays. "Touch & Go" training

procedures on Saturdays shall only occur between the hours of 10:00
a.m. and 2:00 p.m. Full stop and taxi-back operations shall be permitted
at all times.
All aircraft operators shall use the best rate of climb on takeoff
consistent with aircraft performance characteristics.
The traffic pattern altitude shall be one thousand feet (1000') unless
otherwise directed by the air traffic control tower.
All jet aircraft takeoffs shall utilize National Business Aircraft
Association ("NBAA") close-in procedures. "Touch and Go" operations
by jet aircraft are prohibited at all times.

The Airport Director or his designee shall develop and implement a
procedure for recording, tracking, researching and responding to citizen
noise complaints and provide periodic written updates to the Board on
the effectiveness of the Program.
2. The Airport Director or his designee shall provide copies of this resolution to
'.d base operators ("FBOs") and flight schools operating on the Airport and shall work
~e FBOs and flight schools to educate Airport users on the provisions of the Program.
3. In the event the Board determines in the future that the Program has not
ed the Board's objective with regard to noise abatement, the Board reserves the right

4. This resolution shall take effect on December 14, 2001.
