LUCIE COUNTY, FLORIDA, STATING ITS INTENT TO USE THE UNIFORM METHOD OF COLLECTING NON-AD VALOREM SPECIAL ASSESSMENTS LEVIED BY THE PROPOSED ECHO STREET MUNICIPAL SERVICES BENEFIT UNIT; DESCRIBING THE AREA SUBJECTTO THE ASSESSMENT; STATING A NEED FOR THE LEVY; PROVIDING FOR MAILING THE RESOLUTION; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Board of County Commissioners of St. Lucie County, Florida (the :1") is contemplating the creation of the Echo Street Municipal Services Benefit Unit MSBU") to fund the cost of a project to construct potable water improvements to ,Hies within the boundaries of the Echo Street MSBU (the "Project") in St. Lucie Iy; and WHEREAS, the Board, as the governing body of the MSBU, intends to use the ~ methOd for collecting non-ad valorem special assessments to fund the cost of the ;t as authorized by Section 197.3632, Florida Statutes because this method will allow )ecial assessments to be collected annually commencing in November 2002, in the manner as provided for ad valorem taxes; and WHEREAS, on December 4, 2001 the Board held a duly advertised public hearing ~sider the adoption of this resolution, proof of publication of this hearing is attached and made a part hereof as Exhibit "A". -1- St. L~ mailE colle~ for cz cost boun withir here( nece~ of thi= Lucie NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Jcie County, Florida, as follows: Section 1: Commencing with the 2002-2003 Fiscal Year and with the tax statement d for the 2002-2003 Fiscal Year, the Board intends to use the uniform method of ,'ting non-ad valorem assessments authorized in Section 197.3632, Florida Statutes ~llecting non-ad valorem assessments levied by the Echo Street MSBU to fund the of a project to construct potable water improvements to properties within the :laries of the Echo Street MSBU. A description of the boundaries of the real property the proposed MSBU and subject to the levy is attached hereto and made a part f as Exhibit "B". Section 2: The Board hereby determines that the levy of the assessments are ;sary to fund the cost of the Project. Section 3: Upon adoption, the County Attorney is hereby directed to send a copy resolution by United States mail to the Florida Department of Revenue, and the St. County Property Appraiser and Tax Collector. Section 4. This Resolution shall be effective upon adoption.
