• (g) The Authority may grant a certificate in whole or in
part or with modifications or it may deny a certificate. In no
event may the Authority grant authority greater than that '

requested in the a plication or amendments thereto. __The
Authority shall not grant a certificate for a proposed system or
I for the extension of an existing system which will be in
~ competition with, or a duplication of, any other system or
portion of a system, unless it first determines that such other
system or portion of a system is inadequa~te to meet the
` reasonable needs of the public or that the person operating the
svstem is unable, refuses, or neglects to provide reasonably
adequate service.
(h) Revocation, suspension, transfer, or amendment of a
certificate shall be sub~ec.t to the provisions of this article

except that the Authority shall give notice when it initiates
' such action.

SECTION 1-20.5-5. Application for deletion of territory

(a) Each applicant for deletion of territory shall:
(1) Provide the information required by rul~ of the
Authority, which may include a detailed inquiry into the

} ability or lack of ability of the applicant to provide
service the need or lack of need for service in the
territory sought to be deleted, and the existence or
' nonexistence of service from other sources within
geographical proximity to the territory sought to be
