(2) File the application fee as established from time
to time by the Board.
(3) Submit an affidavit that the applicant has caused
notice of its intention to file an application to be
given by mail or personal delivery to the Board, the
~ governing body of any municipa2ity affected, and to the
Authority and such other persons and in such other
manner as may be prescribed by Authority rule. Notice
shall be given no later than 30 days before the filing
j of the appiication.
(b) If the Authority does not receive written ob~ection to
the app2ication within 20 days foilowing th~e official date of _
~ filing of -the application, the Authority may dispose of the
~ application without a hearing. If the applicant is dissatisfied
; -
with the disposition, the applicant shail be entitled to a
hearing before the Authority.
(c) If, within 20 days following the official date of

s filing, the Authority receives fram the Board or a qovernmental
s
agency, or from a u~ility or con~umer who would be substantialiy
affected by the requested certification, a written ob~ection
~ requesting a hearing, the Authority ahall order such hearing
~
` conducted. The transcript of the hearing and any material
submitted at or before the hearing shali be considered as part of
the record of the application and any proceeding reiated thereto.
