SECTION 1-20.5-6. Extension of certificate. I
(a) A utility may extend its service outside the territory
described in its certificate if the extension does not involve
~
~ territory that is described in the certificate of an
T
; organizationally unrelated utility, that is served by a
~ governmental agency, or that is receiving similar service from
~
~ any other utility or governmental agencq. ~ _
(b) Pro osed extensions of service other than as authorized
in subsection (a) shall not be commenced until the utility first
obtains an amended certificate for such extensions.

~ (c) A utility proposing to extend service in accordance with
subsection (a) must complete all noticinc~ requirements in the
~ manner pre'scribed by Section 1-20.5-4 at least 30 days before
~ commencing construction of the proposed extension,
~
~ (d) If at the end of 30 days following the completion of all
.
noticing requirements the Authoriiy has not received a written
ob~ection to the extension, the utility may commence construction
and provide service in the territory for which notice was given.
(e) If an ob~ection is received, the matter will be disposed
~
of in accordance with Section 1-20.5-4.
(f) An a plication to amend a certificate shall be made at
;
any time within 1 year following notice as required in subsection
(c), unless for good cause the Authority extends such time for
~ application. The application shall contain a description of all
additional territory served. The Authority shall issue an
amended certificate describing all territory which the utility
