(2) When paragraph (i) does not apply, the Authority
shali amend the certificate as necessary to reflect the change
resulting from the sale, assignment, or transfer.
(d) The Authority by order may establish the rate base for a
utility or its facilities or property when the Authority approves
a sale, assignment, or transfer thereof, except for any sale,
assignment, or transfer to a qovernmental agency.
SCCTION 1-20.5-8. Rates
(a) Except as provided in subsectfon (e) rates and charge~

~ of a utility shall be changed only by approval of the Authority

(b) Except as provided in Section (e), an application for a

rate or charge chanqe shall be submitted to the Authority
accompanied by a fee as established from time ta time by the
Board.
(c) In every rate review, the Authority shall consider the
value and quality of the aervice and the cost of providing the

r interest; the requirements of the uti].itv for workinq capital;

maintenance, depreciation, tax, and operatin~ expenses incurred
in the operation of all property used and useful in the public
service; and a fair return on the investment of' ths utility in
property used and useful in the public service. However,
