wh3ch case this procedure shail be repeated until the applicant
meets the minimum filing requirements and the officiai date of
filing is established. When the Authority initiates a hearing,
the official date of filing shall be the date upon which the
order initiating the hearing is issued.
SECTION 1-20.5-11. Rates for new class of service.
If any request for service of a utility shall be for a new
class of service not pzeviously approved, the utility may furnish
the new class of service and fix and charge ~ust, reasonabla, and
compensatory rates or charges therefor. A schedule of rates or
i charges so ~ixed shall be filed with the Authority within 10 days
' after the service is furnished. The Authority may approvo such
rates or charges as filed or may approve such other rates or
charges for the new class of service which it finds are ~ust,
~easonabie, and compensatory.

~ SECTION 1-20.5-12. Charges for service availability.
(a) The Authority by rule, may set standards for service-
availability charges and service-availability conditions.

Charges and conditions made by a utility shall be ~ust and
reasonable. The Authority shall, upon request or upon it own
motion, investigate agreements or proposals for charges and

conditions to be made by a utility for service-availabiiity. The
