subdivision or any other person deemed appropriate. The receiver
shall operate the utillty from the date of abandonment until such .
time as the receiver disposes of the property of the utility in a
manner designed to continue the efficient and effective operation
of utility service.
(c) The notification to the Authority under subsection
(a) is sufficient cause for revocation, suspension, or amendment
of the certificate of the utility as of the date of abandonment.
The receiver operating such utility shall be considered to hold a
temporary authorization from the Authority and the approved rates
of the utility shall be deemed to be the interim rate of the

receiver until modified by the Authori~y.
SECTION 1-20.5s17. Regulatory Fee.
(a) Each utility shall pay to the Authority a regulatory fee
as established from time to time by the Board to pay for the
ongoing costs of supervising and regulating utilities in the
County and enforcing and administering this article. The gross
revenues for the utility's cur=ent fiscal year shali be used in
determinining the amount of such fee. However, whenever a
purchase at wholesale is made of any water or sewer service and a
fee is paid or payable thereon by the selling utility and the
utility purchasing such water or sewer service reseils the same
directly to customers, the purchasing utility shail be entitled
to, and shall receive, credit on such fees as may be due by i~
