The foregoing shall not apply to the Maintenance Week or the 53rd Week. Any egcess of IInit Week Maintenance Fees over the maintenance expenses set forth above shall be treated as surplus and such surplus shall be held and administered by the Association in the manner set forth in Section 10(D) hereof, except that such surplus shall be used only for the benefit of, or distributed only to Unit Week Owners in proportion to their respective share of the unit week maintenance expenses. For the purpose of ad valorem assessment, taxation and special assessments, the Manager will be considered the tagpayer as agent for each Unit Week Owner pursuant to Section 192.037, Florida Statutes. The Manager shall annually bi11 each Unit Week Owner for all ad valorem property taxes and special assessments due. A IInit Week Owner shall be delinquent in the payment of such ad valorem property taxes and special assessments if payment is not made as directed by the billing from the Manager.
