f To the Com~issioner Executinq the Commission

1. If the time and place of executinq the Commissien is not named thetein, the Commissioner will subpoena witness(es)
E ±o appear before him at such time and place as he may appoint, aad administer the oath to witness(es).
` 2. Either the Commissioner, witness(es) or some impartial person muat reduce the answer of witness(es) to writinq,
~ as near as may be in the l~guaqe of the witness(es).
~ 3. State the caption of the Cause at the beqinning ~?d then the followinq heading or title:
