The parties hereto by and through their ~andersigned
attorneys stipulate and agree as follows:
'I 1. Qn December 13, 1988 the circuit court, Judge Scott

~ Renney entered a final judgment on the plaintiff's complaint
~ for declaratory judgment and injunctive relief concerning
; Florida Statute 153.
I 2. Since that time the board of county commissioners of

~ St. Lucie County has commenced the initial step for the
~ creation o£ a municipal special taxing unit for the purpose of

~ establishing a wastewater treatment facility on Hutchinson
~ Island.

~ 3. At the public hearing held by the board of county
¢
~
~ commissioners in reference to the creation of this municipal
~
special taxing unit, overwhelming support was heard from the
residents of South Hutchinson Island in favor of the creation
of the MSTU.
