3. After consideration of the testimony presented during
the December 13, 1989 public hearing incluc~ing Staff comments and
the standards for granting variances set out in Section 5.5.200
of the St. Luci~ C~unty Zoning Ordinanae, the Board of Adjustment
has made the following findings of fact:

a. The variance requeste~ arises from a condition that is
~ unique and peculiar to the land, structures and
bui 1 di ngs i nvol ved; that the garti cul ar phys i cal

surroundings, the shape, or topographical condition of
~
i the specific property involved, would result in

~ unnecessary hardship for the owner, lc~esee, or accu-
~
! pant, as distinguished from a mere inconvenience, if

the provisions of Section 3. 0. 000 are literally
~ enforced; that it is a condition that is not ordinarily

~ found in the same Zoning District, and the condition is

` created by the regulations of Section 3.0.000 of this

; Ordinance, and not by an action or actions of the
€
~
gro~erty owner or the applicant. The sub~ect parcel is
~ completely surrounded by agricultural land that ib
,
being used for citrus production. The parcel does not
have road frontage, nor a~e ar,y roads expacted to be
constructed adjacent to thie parcel in the near future.
Thie variance will alleviate a hardship to the

~ petitioner who otherwiee would not be able to place a
