A RESOLUTION GRANTING AN AMENDMENT TO THE OFFICIAL
ZONING ATLAS TO CHANGE THE ZONING FROM THE RS-4
(RESIDENTIAL, SINGLE FAMILY - 4 DU/ACRE) ZONING
DISTRICT TO THE PNRD (PLANNED NON-RESIDENTIAL
DEVELOPMENT) ZONING DISTRICT AND GRANT PRELIMINARY
AND FINAL PLANNED NON-RESIDENTIAL DEVELOPMENT SITE
PLAN APPROVAL FOR THE PROJECT KNOWN AS PRAYER
TOWER.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
CHANGE IN ZONING
Prayer Tower International, Inc. presented a petition for a change in zoning from
the RS-4 (Residential, Single Family - 4 du/acre) Zoning District to the PNRD
(Planned Non-Residential Development) Zoning District for the project known as
Prayer Tower, for property located on the west side of North 25th Street,
approximately 1,200 feet south of the intersection of St. Lucie Blvd. and North 25th
Street, St. Lucie County, Florida and described in Part A below.
2. The Development Review Committee has reviewed the rezoning and
Preliminary/Final Planned Non-Residential Development site plan for the proposed
project and found it to meet all technical requirements and to be consistent with the
Future Land Use Map of the St. Lucie County Comprehensive Plan, subject to the
conditions set forth in Part B of this Resolution.
3. On July 15, 2010, the St. Lucie County Planning and Zoning Commission held a
public hearing, of which due public notice was published and mailed to all property
owners within 500 feet at least 10 days prior to the hearing, and recommended that
the Board of County Commissioners approve the change in zoning from the RS-4
(Residential, single Family - 4 du/acre) Zoning District to the PNRD (Planned Non-
Residential Development) Zoning District and the Preliminary/Final Planned Non-
Residential Development site plan for the project known as Prayer Tower, for the
property described in Part A below.

4. On August 17, 2010, the St. Lucie County Board of County Commissioners held a
public hearing, of which due public notice was published and mailed to all property
owners within 500 feet at least 10 days prior to the hearing, and granted the change
in zoning from the RS-4 (Residential, single Family - 4 du/acre) Zoning District to the
PNRD (Planned Non-Residential Development) Zoning District and the
Preliminary/Final Planned Non-Residential Development site plan for the project to
be known as Prayer Tower.
5. The proposed change in zoning is consistent with the goals, objectives, and policies of
the St. Lucie County Comprehensive Plan and has satisfied the requirements of
Section 11.06.03 of the St. Lucie County Land Development Code.
SITE PLAN
6. Prayer Tower International, Inc. presented a petition for a change in zoning and for
Preliminary/Final PNRD Site Plan approval for the project known as Prayer Tower.
The 5,500 square foot building will consist of a sanctuary, meeting room, kitchen area
and offices.
7. The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet minimum technical requirements, subject to the
conditions set forth in Part B below.
8. The proposed project is consistent with the general purpose, goals, objectives and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan, and the Code of Ordinances of St. Lucie County.
9. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities or other
matters affecting the public health, safety and general welfare.
10. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping
and screening.
11. The proposed project will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in accordance with
applicable district regulations.
12. The proposed project will be served by adequate public facilities and services.
13. A Certificate of Capacity was granted for this project on August 3, 2010, a copy of
which is attached as Exhibit B.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:

CHANGE IN ZONING
A. The proposed change in zoning from the RS-4 (Residential, Single Family - 4du/acre)
Zoning District to the PNRD (Planned Non-Residential Development) Zoning District,
owned by Indrio Land Company, is hereby granted approval for the following described
property:
Lots 5 and 6, Block 30, San Lucie Plaza Subdivision, according to the Plat
thereof, recorded in plat book 5, page 57, of the public records of St. Lucie
County, Florida
Together with;
San Lucie Plaza Subdivision Unit One, Block 30, Lots 17, 18, 19, 20, 21, 22,
23 & 24 and South'/z of vacated Hawthorne Road adjacent on the north.

Location: West side of North 25th Street, approximately 1,200 feet south of
the intersection of St. Lucie Blvd and North 25th Street.
SITE PLAN
B. Pursuant to Section 11.02.05(6) of the St. Lucie County Land Development Code, the
Final PNRD (Planned Non-Residential Development) Site Plan known as Prayer
Tower, is hereby approved as shown on the site plan drawings for the project prepared
by Stephen Cooper, P.E. ~ Associates with the last revised date being September 7,
2010 and date stamped received by the St. Lucie County Planning and Development
Services Department on September 22, 2010, subject to the following conditions:
No clearing or other site work shall commence until after constructible engineering
plans have been approved by the County Engineer and all county environmental
permits have been issued by Environmental Resources Department pursuant to
Section 11.02.08(6)(7) of the St. Lucie County Land Development Code. As of this
date of issuance of this Development Order, no constructible site development
plans have been submitted for review. No work shall commence after the issuance
of environmental permits by county, or of any other permits by any other agency,
until the County Engineer has approved the constructible site plans.
2. Pursuant to Section 11.02.08(6)(6) of the St. Lucie County Land Development
Code, no work shall commence on the site until all regulatory permits required from
Federal, State, and regional agencies and special districts have been issued. The
Florida Department of Environmental Protection, National Pollutant Discharge and
Elimination System compliance notice must be submitted to the County Engineer
with the constructible site plan at the time of building permit application or during
permit review or no paving, grading, and drainage permit and no building permit
shall be issued. All National Pollutant Discharge and Elimination System Best
Management Practices shall be instituted on the site prior to site clearing and
maintained daily. Stormwater ponds shall be roughed in at the same time the site
is cleared of groundcover.

3. Within 90 days after receiving final site plan approval, the applicant shall convey
the required road right of way for Jefferson Parkway. Manner and form of
conveyance shall be acceptable to the County Attorney. The sketch and legal
description shall be prepared by a Florida licensed surveyor and mapper. Pursuant
to Chapter 7.05.03 of the St. Lucie County Land Development Code, the applicant
may be granted credits against road impact fees.
4. Within 90 days after receiving final site plan approval the applicant shall execute an
agreement to pay afee-in-lieu of construction for sidewalks or multi-purpose paths
and remit to the County the required funds. The acceptable method of payment
shall be a certified check payable to St. Lucie County. A copy of the standard
"Agreement" can be obtained by visiting the St. Lucie County Public Works
Department website at: http://www.stlucieco.gov/public works/index.htm or contact
Ron Harris, County Surveyor at 462-1721. Chapter 7.05 requires that all new
developments within the urban service boundary shall construct concrete
sidewalks adjacent to all roadways public or private.
5. Prior to issuance of a Vegetation Removal Permit or Exemption, the applicant shall
obtain and provide the Environmental Resources Department with copies of any
required federal and state permits. If federal or state agency compliance requires
modification to the development plans, the applicant will promptly modify the plans
and submit to St. Lucie County for review and approval as required by the Land
Development Code. The applicant will not use the County's development approval
to prevent compliance with any federal or state agency requirements.
6. Prior to issuance of a Vegetation Removal Permit or Exemption, the applicant shall
finalize an improvement agreement acceptable to the Environmental Resources
Department (ERD) covering the cost to purchase and install all required
landscaping, irrigation, and related improvements shown in the approved
landscaping plan. A copy of this agreement can be obtained by visiting the St.
Lucie County ERD website at: http://www.stlucieco.org/erd/index.htm.
GENERAL PROVISIONS
C. This Final PNRD (Planned Non-Residential Development) Site Plan approval shall
expire on August 17, 2012, unless a building permit is issued or an extension is
granted in accordance with Section 11.02.06(B)(3), St. Lucie County Land
Development Code.
D. The Final PNRD (Planned Non-Residential Development) Site Plan approval granted
under this Resolution is specifically conditioned to the requirement that the petitioner,
Prayer Tower International, Inc. including any successors in interest, shall obtain all
necessary development permits and construction authorizations from the appropriate
State and Federal regulatory authorities, including but not limited to the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, and the
South Florida Water Management District, prior to the issuance of any local building
permits or authorizations to commence development activities on the property
described in Part A.

E. A Certificate of Capacity, a copy of which is attached to this resolution as "Exhibit B"
was granted by the Planning and Development Services Director on August 3, 2010,
which certificate shall remain valid for the period of the Final Planned Non-Residential
Development Site Plan approval or any extension granted thereto.
F. A copy of this resolution shall be attached to the site plan drawings described in Part
B, which plan shall be placed on file with the St. Lucie County Planning and
Development Services Department.
G. The St. Lucie County Planning and Development Services Director is hereby
authorized and directed to cause the notation of this resolution to be made on the
Official Zoning Map of St. Lucie County, Florida, and to make notation of reference to
the date of adoption of this resolution.
H. The Director of Planning and Development Services shall coordinate the issuance of
further site development permits. No final site construction authorizations or site
development permits shall be issued until all requirements for such permits are met.
I. A copy of this resolution shall be mailed, return receipt requested to the developer and
agent of record as identified on the site plan applications.
J. This resolution shall be recorded in the Public Records of St. Lucie County. The
recording of this resolution does not authorize the commencement of any on-site
development activities without obtaining such further development permits as may be
required. All applicable conditions of approval as set forth above, and all applicable
code requirements must be met to the satisfaction of the County before final site
construction permits are issued.
K. The conditions set forth in Part B are an integral nonseverable part of the site plan
approval granted by this resolution. If any condition set forth in Part B is determined to
be invalid or unenforceable for any reason and the developer declines to comply
voluntarily with that condition, the site plan approval granted by this resolution shall
become null and void.
