National Navv UDT-Seal Museum, presented a petition for Minor Site Plan approval 15 for the project to be known as National Navy UDT-Seal Museum Addition Minor 16 Site Plan located on the east side of North Highway A1A, in the CPUB 17 (Conservation/Public) Zoning District and as described in Part B, consisting of an 18 existing 5,000 square foot museum and this proposed 8,400 square foot addition, for 19 a total 13,400 square foot museum. 20 21 2. The Development Review Committee has reviewed the site plan for the proposed 22 project and found it to be in compliance with all technical requirements of the St. 23 Lucie County Land Development Code and to be consistent with the future land use 24 maps of the St. Lucie County Comprehensive Plan. 25 26 3. The proposed project is consistent with the general purpose, goals, objectives and 27 standards of the St. Lucie County Land Development Code, the St. Lucie County 28 Comprehensive Plan, and the Code of Ordinances of St. Lucie County. 29 30 4. The proposed project will not have an undue adverse effect on adjacent property, the 31 character of the neighborhood, traffic conditions, parking, utility facilities or other 32 matters affecting the public health, safety and general welfare. 33 34 5. All reasonable steps have been taken to minimize any adverse effect of the 35 proposed project on the immediate vicinity through building design, site design, 36 landscaping and screening. 37 38 6. The proposed project will be constructed, arranged and operated so as not to 39 interfere with the development and use of neighboring property, in accordance with 40 applicable district regulations. 41 42 7. The proposed project will be served with water and sanitary sewer provided by St 43 Lucie County Utilities. 44 45 8. A Certificate of Capacity as required under Chapter V, St. Lucie County Land 46 Development Code, a copy of which (C of C#2870) is attached to this administrative 47 development order as Exhibit "A", granted by the Planning & Development Services 48 Director January 27, 2011. 49 Page 1 Planning & Development Services Order 11-001 January 27, 2011 File No.: SPMj 920104146 1 2 NOW THEREFORE, BE IT ORDERED by the Director of Planning & Development 3 Services of St. Lucie County, Florida: 4 5 A. Pursuant to Section 11.02.03 of the St. Lucie County Land Development Code, the 6 Minor Site Plan to be known as National UDT-Seal Museum Addition is hereby 7 approved as shown on the site plan drawings for the project prepared by Ahrens 8 Companies on December 15, 2010, last revised on January 12, 2011 and date 9 stamped received by the St. Lucie County Planning & Development Services 10 Department on January 14, 2011 subject to the following conditions: 11 12 1. No development permits shall be issued until complete sets of sealed constructible 13 final engineering plans, supporting calculations and survey data for the site work and 14 offsite improvements are approved by the Office of the County Engineer, Public 15 Works Department, Utilities Department, Environmental Resources Department, 16 Planning & Development Services Department, Fire Department, and any other 17 agency that may be determined by the Director of Planning & Development Services 18 to be necessarily involved in the review and approval of the constructible final 19 engineering plans for the site work and offsite improvements. The determination of 20 whether or not plans submitted by the applicant constitute a complete set of 21 constructible plans shall be made by the departments involved in the plan review 22 within five business days of the date the plans are received in the Department of 23 Planning & Development Services. 24 25 2. Within 90 days of site plan approval, all cabbage palms located within the proposed 26 development footprint shall be relocated elsewhere onsite. 27 28 3. Prior to certificate of occupancy issuance, the Environmental Resources Department 29 shall supply additional landscaping to be installed as necessary for compliance with 30 Land Development Code Section 7.09.04. 31 32 33 34 B. The Director of Planning & Development Services shall coordinate the issuance of 44 further site Development Permits. No final site construction authorizations or site 45 Development Permits shall be issued until all requirements for such permits are met. 46 47 D. This administrative development order shall be recorded in the Public Records of St. 48 Lucie County. All applicable conditions of approval 2 as set forth above, and applicable code requirements must be met to satisfaction of 3 the County before final site construction permits are issued. 4 5 E. A copy of this order shall be attached to the site plan drawings described in Part A, 6 which plan shall be placed on file with the St. Lucie County Planning & Development 7 Services Director and mailed, return receipt requested to the developer and agent of 8 record as identified on the site plan applications. 9 10 F. The conditions set forth in Part A are an integral nonseverable part of the Minor Site 11 Plan approval granted by this administrative development order. If any condition set 12 forth in Part A is determined to be invalid or unenforceable for any reason and the 13 developer declines to comply voluntarily with that condition, the site plan approval 14 granted by this administrative development order shall become null and void. 15 16 G. This Minor Site Plan development approval shall expire on January 27, 2013, unless 17 an extension is granted in accordance with Section 11.02.06(B)(1), St. Lucie County 18 Land Development Code or unless a building permit is secured. 19 20 H.
