A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY, FLORIDA SUPPORTING THE ADOPTION OF A
STATE LAW BANNING TEXTING WHILE DRIVING
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
1. According to the Insurance Institute for Highway Safety, drivers who use handheld
devices while driving are four times as likely to get into crashes serious enough to injure
themselves or others.
2. Those who engage in dangerous highway safety behaviors, such as texting while driving,
fear getting a ticket and fine significantly more than they do being injured or killed in a
motor vehicle crash.
3. The act of composing, sending or reading text messages interrupts drivers' cognitive
attention, causes vision to be directed away the road, and compromises manual control
of the vehicle.
4. Senator Detert filed Senate Bill 416 "Use of Wireless Communications Devices While
Driving" on October 4, 2011 which, if enacted, would prohibit the operation of a motor
vehicle while using a wireless communications device for certain purposes (a copy is
attached).
5. House Bill 299 was filed in the Florida House on October 7, 2011, which is similar to the
Senate Bill (a copy is attached).
6. The Board, in order to promote highway safety and reduce injuries or death resulting
from dangerous highway safety behaviors, hereby expresses its support for the adoption
by the Florida Legislature of Senate Bill 416 and House Bill 299 banning texting while
driving.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
1. This Board hereby supports the adoption of Senate Bill 416 and House Bill 299 by the
Florida Legislature banning texting while driving.
2. The County Administrator is directed to forward a copy of this resolution, upon adoption,
to the County's state legislative delegation.
3. This resolution shall become effective immediately upon its adoption.
