A RESOLUTION AUTHORIZING THE ADJUSTMENT OF CURRENT
EMPLOYEE HEALTH INSURANCE PREMIUMS/CONTRIBUTIONS
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on information provided
by the Insurance Advisory Committee and County staff, has made the following determinations:
1. County staff, in conjunction with the County Benefits Consultant and the County Health Plan Third-
PartyAdministrator developed premiums/contributions to properly fund the health plan that was previously approved
by the Board of County Commissioners for FY-2012 as listed in Column One of Attachment A.
2. The Insurance Advisory Committee has recommended that those premium/contribution rates as
listed in Column Two of Attachment A.
3. The County had previously set aside funds to future fund Other Post-Employment Benefits (OPEB)
and has now decided to instead fund OPEB on a Government Accounting Standards Board (GASB) compliant pay-
as-you-go method.
4. The InsuranceAdvisoryCommittee's recommendation that $2,000,000 ofthe OPEB reserves be used
for cone-time discount ofthe Health Plan fixed rates is reasonable. The discounted premium rates as shown in Column
Two of Attachment A should be the Premium/contribution rates applied to all Constitutional Officer and Agency
participants in the County Health Plan for FY-2012.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida:
The current FY-2012 premium/contributions to the County Health Plan shall be adjusted as shown in Column
Two of Attachment A and become the fixed premium/contribution rates for FY-2012. Using $2,000,000 of OPEB
reserve funds in apro-rata manner as shown in Column Two of Attachment A is authorized and approved.
