WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for minor adjustment approval submitted by Steve Cooper, P.E., Inc., reviewed the
comments of the St. Lucie County Development Review Committee on this application, and made
the following determinations:
Tradewinds is a 13 unit multi-family residential development proposed for a
9.5 acre parcel of property located within the HIRD (Hutchinson Island
Residential District) Zoning District on the west side of South SR A-1-A,
across from the Atlantis Condominiums -Building "B".
2. The Development Review Committee has reviewed the site plan for the
proposed project and found it to meet technical requirements of the Land
Development Code and to be consistent with the St. Lucie County
Comprehensive Plan.
3. The revised project is consistent with the general purpose, goals, objectives,
and standards of the St. Lucie County Comprehensive Plan and the St. Lucie
County Land Development Code.
4. The revised project will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety, and general
welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site
design, landscaping, and screening.
6. The revised project will be constructed, arranged, and operated so as not to
interfere with the development and use of neighboring property, in
accordance with applicable district regulations.
7. The revised project is to be served by adequate public facilities and services.
8. The applicant has applied for and received an updated certificate of capacity,
a copy of which is attached to this order as Exhibit A, as required under
Chapter V, St. Lucie County Land Development Code.

NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 (D) of the St. Lucie County Land Development Code, the
proposed minor site plan known as King Neptune Estates S/D to be further known as
Tradewinds, is hereby approved as shown on the site plan drawings for the project prepared
by Steve Cooper, P.E., Inc., October 21, 2011, and received by the St. Lucie County
Planning and Development Services Director on March 5, 2012, for the property described
below, subject to the following conditions:
Prior to the issuance of a Vegetation Removal Permit or Exemption copies of any
required federal and state permits and approvals, if applicable to development, shall
be provided to the Environmental Resources Department. If federal or state agency
compliance requires modification to the development plans, the applicant will modify
the plans and submit to St. Lucie County for review and approval. The County's
development approval process or requirements shall not be used to prevent
compliance with any federal or state agency requirements.
2. Prior to the issuance of building permits the developers, their successors and
assigns, shall have entered into an enforceable utility service agreement with St.
Lucie County Utilities to ensure the provision of water and sewer services. This
agreement shall be in a form consistent with St. Lucie County regulations regarding
utility service extensions and service provisions.
B. The property on which this Minor Adjustment to a Minor Site Plan approval is being granted
is described as follows:

ELEMENTS APPURTENANT TO SUCH UNIT AND ALL OTHER APPURTENANCES TO SUCH
UNIT AS SET FORTH IN THE DECLARATION OF CONDOMINIUM.

LYING WEST OF THE WEST RIGHT OF WAY LINE AS SHOWN ON FLORIDA DEPARTMENT OF
TRANSPORTATION RIGHT OF WAY MAP SECTION 9405-107 (SHEET 2 - 10).
TOGETHER WITH THE NORTH 156.92 FEET OF PARCEL "H", F.E. ENGLAR SURVEY PLAT,
ACCORDING TO THE PLAT FILED IN PLAT BOOK 7, PAGE 13, PUBLIC RECORDS OF ST. LUCIE
COUNTY, FLORIDA, LYING WEST OF THE WEST RIGHT OF WAY LINE AS SHOWN ON

C. The approvals granted by this administrative order shall expire on March 12, 2014, unless a
building permit is issued or an extension is granted in accordance with the provisions of
Section 11.02.06 of the St. Lucie County Land Development Code.
D. The Final Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioner, including any successors in interest, shall obtain all
necessary development permits and construction authorizations from the appropriate State
and Federal regulatory authorities including, but not limited to the United States Army Corps
of Engineers, the Florida Department of Environmental Protection, and the South Florida
Water Management District, prior to the issuance of any local building permits of
authorizations to commence development activities on the property described in Part B.
E. A copy of this Order shall be attached to the site plan drawings described in Part A, which
plan shall be placed on file with the St. Lucie County Planning and Development Services
Department and mailed, return receipt requested, to the developer and agent of record as
identified on the site plan applications.
F. The certificate of capacity, attached as Exhibit A, shall be valid for the same period as this
order. If this order expires or otherwise terminates, the certificate of capacity shall
automatically terminate.
G. This order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 12~' day of March 2012.
