HomeMy WebLinkAbout12-058RESOLUTION NO. 12-058 A RESOLUTION ESTABLISHING THE ANIMAL SHELTER STANDARDS COMMITTEE; PROVIDING FOR MEMBERSHIP AND DUTIES; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. There are a number of animal shelters in the areas of County which provide care to unwanted and neglected animals which have been surrendered by their owners, seized by animal control agencies or found as strays in the community. 2. The County regulates the care and control of animals, including those in animal shelters, under Chapter 1-4 of the St. Lucie County Code of Ordinances and Compiled Laws. 3. In order to ensure local animal shelters are providing appropriate levels of care to animals entrusted to their care, it is appropriate for the Board to establish an advisory committee composed of animal care professionals to make recommendations to the Board regarding standards of care for such animal shelters and to assist the shelters in determining whether they are adhering to those standards adopted by the Board. 4. This Board should further define the membership and duties of the Committee. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. This Board does hereby create the Animal Shelter Standards Committee, hereinafter referred to as the "Committee." 2. The Committee shall consist of five (5) members who shall be as follows: A. St. Lucie County Public Safety and Communication Director or designee from St. Lucie County Public Safety and Communications Department; B. City of Fort Pierce Police Chief or designee from City of Fort Pierce Police Department; C. City of Port St. Lucie Police Chief or designee from City of Port St. Lucie Police Department; D. St. Lucie County Sheriff or designee from St. Lucie County Sheriff's Office; E. Veterinarian licensed by the State of Florida appointed by the Committee. 3. Except as otherwise provided herein, the Committee shall be subject to and operate in accordance with the Procedures for St. Lucie County Board of County Commissioners Non-Quasi-Judicial Board and Committees, as they may be amended from time to time. The Committee is hereby designated as Standing Committee as set forth in such Procedures. 4. The St. Lucie County Public Safety and Communication Director, or designee, shall serve as Chairman of the Committee. The Committee shall annually elect a Vice Chairman from its members. 5. The Committee shall have the following duties and functions: A. Recommend to the Board standards for animal shelter care and operations. B. Recommend to the Board procedures for animal shelter inspections. C. Upon direction from the Board, conduct inspections of animal care shelters and provide written recommendations to the inspected shelters based upon standards and procedures approved by the Board. D. Such other duties as may be directed by the Board from time to time. 6. This Resolution shall take effect upon adoption.
