HomeMy WebLinkAboutPDS-13-029 - Savanna Club Parcel D-21 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 PDS ORDER NO. 13-029 AN ORDER GRANTING APPROVAL FOR A MINOR ADJUSTMENT TO A FINAL PLANNED UNIT DEVELOPMENT (PUD) SITE PLAN KNOWN AS SAVANNA CLUB PARCEL D-2 TO CONSTRUCT A 14,348 S.F. CLUBHOUSE. WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the request for a site plan adjustment submitted by Savanna Club HOA Inc. and the comments of the St. Lucie County Development Review Committee on this application, and has made the following determinations. 1. Savanna Club HOA, Inc. requested a Minor Adjustment to the Final Planned Unit Development (PUD) Site Plan fora 14,348 square foot clubhouse consisting of a banquet hall with kitchen facilities, exercise and game rooms, library, and storage. This recreation amenity will replace approximately 14,074 square feet of recreation buildings on the parcel, a net increase of 274 square feet of buildings. The subject 28.53 acre property is zoned PUD (Planned Unit Development) and is located on the property described in Part B below. 2. On November 18, 1980, the Board of County Commissioners approved the Preliminary Planned Unit Development plans for the project known as Savanna Club, Planned Unit Development. 3. On April 27, 1982, the Board of County Commissioners, through Resolution No. 82-58 granted Final Development Order approval to the Development of Regional Impact known as Savanna Club consisting of 2,560 mobile homes with a recreation complex. 4. On November 2, 1982, the Board of County Commissioners, through Resolution No. 82-151, granted Final Planned Unit Development approval for the project known as Savanna Club, Planned Unit Development. 5. On March 29, 1996, Minor Adjustment to the Final Planned Unit Development (PUD) Site Plan approval was granted fora 260 square foot storage addition on Parcel D-2. 6. On October 25, 2002, Minor Adjustment to the Final Planned Unit Development (PUD) Site Plan approval was granted fora 368 square foot storage addition the existing recreation building on Parcel D-2. On August 25, 2003, Minor Adjustment to the Final Planned Unit Development (PUD) Site Plan approval was granted fora 121 square foot addition to the existing recreation building on Parcel D-2. 8. The Development Review Committee has reviewed the Minor Adjustment and found it to meet the technical requirements of the St. Lucie County Land Development Code and to be consistent with the St. Lucie County Comprehensive Plan. 9. The Minor Adjustment is consistent with -the general purpose, goals, objectives, and standards of the St. Lucie County Comprehensive Plan and the St. Lucie County Land Development Code. 10. The site plan adjustment will not have an undue adverse effect on adjacent property, the character of the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public health, safety and general welfare. NOW, THEREFORE, BE IT ORDERED: A. Pursuant to Section 11.02.05 of the St. Lucie County Land Development Code, the Minor Adjustment to the Final Planned Unit Development Site Plan for the project known as Savanna Club -Parcel D-2 is hereby approved as shown on the plan drawings for the project prepared by McCarty and Associates dated August 28, 2013 and date stamped received by the St. Lucie County Planning and Development Services Department on September 6, 2013 on the property described in Part B, subject to the following condition: 1. Prior to issuance of a Vegetation Removal Permit and/or any development activity, whichever comes first, a copy of all applicable state or federal permits, jurisdictional determinations and written approvals shall be provided to the Environmental Resources Department. B. The property on which the Minor Adjustment to the Minor Adjustment to the Final Planned Unit Development (PUD) Site Plan approval is being granted is described as follows: PARCEL D-2, SAVANNA CLUB PLAT NO. 4, ACCORDING TO THE PLAT THEREOF, AS RECORDED IN PLAT BOOK 30, PAGE 15, OF THE PUBLIC RECORDS OF ST. The approvals granted by this order shall expire on September 18, 2015 unless an extension is granted in accordance with the provisions of Section 11.02.06 of the St. Lucie Land Development Code. D. The Minor Adjustment approval granted under this administrative order is specifically conditioned to the requirement that the petitioner, Savanna Club HOA, Inc., including any successors in interest, shall obtain all necessary development permits and construction authorizations from the appropriate State and Federal regulatory authorities including, but not limited to, the United States Army Corps of Engineers, the Florida Department of Environmental Protection, Port St. Lucie Utilities and South Florida Water Management District, prior to the issuance of any local building permits of authorizations to commence development activities on the property described in Part B.
