A RESOLUTION AMENDING RESOLUTIONS NO.
86-173, AS AMENDED, BY AMENDING THE
EMPLOYEE HANDBOOK FOR EMPLOYEES OF ST.
LUCIE COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners for St. Lucie County, Florida
(the "Board") has made the following determinations:
1. By Resolution No. 86-173, adopted September 16, 1986, and
subsequently amended, the Board of County Commissioners adopted
the Empioyee Handbook for employees of St. Lucie County in order to
update personnel policies to reflect changes in the federal and state
faw and provide each employee with essential information regarding
personnel policies and benefits.
2. It is necessary to further amend Resolution No. 86-173 to maintain
legal compliance, policy clarity and agreement with organizational
values.
1. Provide the County Administration to approve changes to the
Employee Handbook and comply with federai and state laws, policy
clarity and agreement with organizations values as long as there is no
financial impact to the County Budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida:
Staff recommends Board approval of Resolution No. 13-179 which, provides
the following:
2. Resolution No. 86-173, as amended is hereby further amended to
incorporate the amendments to all sections of the Employee
Handbook, attached hereto and incorporated herein as Exhibit "A"
3. The Board does hereby delegate the authority to County
Administration to approve changes to the Employee Handbook and
comply with federal and state laws, policy clarity and agreement with
organizations values as long as there is no financial impact to the
County Budget.
4. This resolution shall take efFect on the date of October 1, 2013.

Employee Handbook Update Overview
General Updates
Employee Manual renamed Employee Handbook
Expanded from 4 to 6 sections

Clarification that the Handbook is not a contract between the Coun
Statement authorizing the County Administrator to update the Handbook as needed when the updates
do not involve a budget impact
Sections 1-3 Updates
Definitions: Further clarification on terms
Position Control and Position Descriptions: Updated to reflect the approval process for title changes
and position description updates
Conditional Appointment: Language added regarding employment offers are contingent upon
successful completion of the pre-employment screening process
Stand-by Pay: Update allowing salaried employees to receive stand-by pay for specific functions as
approved by the County Administrator
Section 4 Updates
Health, Dental and Vision Insurance: Waiting period updated to 30 days
Retiree Health Insurance: Updated to reflect that anyone hired after 10/1/13 will be responsible for the
full health insurance premium upon retirement
Holidays: Presidents Day added to the list of observed holidays
Unused Vacation Leave: Language updated to state that employees leaving employment who have
completed the initial probationary period shall be paid for accrued vacation leave with the exception of
employees leaving due to crimes committed against the County
Section 5 Updates
Code of Conduct: Employee conduct expectations statement added
Code of Ethics: Policy statement added requiring all employees to observe high standards of business
and personal ethics at all times
Personal Appearance: General appearance guidelines requiring employees to be well groomed and
attired appropriately
County Vehicle Use: Policy statement added regarding employee responsibility for payment of traffic
citations received while operating a County vehicle
Section 6 Updates
Disciplinary Process: Progressive discipline steps removed and language added that allows for
discipline based on the specific disciplinary violations, pre-discipline hearings defined, etc.
Disciplinary Process: Failure to report misconduct added as a violation
Pre-Discipline (Name Clearing) Hearing: Process and procedures for pre-discipline hearings added
Grievance Procedure: Process and procedures for non-union grievances added
