AN ORDER GRANTING APPROVAL FOR A
MINOR SITE PLAN PROJECT TO BE KNOWN AS
MAINSTREET VILLAGE -LOT A
WHEREAS, the St. Lucie County Growth Management Director has reviewed the
application for site plan approval submitted by Engineering & Construction Services, Inc.,
reviewed the comments of the St. Lucie County Development Review Committee on this
application, and made the following determinations:
1. Mainstreet Village - Lot A is a proposed 8,001 square foot commercial building on .93
acres of property in the CG (Commercial, General) located on the northeast corner of
Commerce Center Drive and Brandywine Lane, approximately 300 feet north of
Reserve Boulevard, for certain property in St. Lucie County, Florida as described in Part
B below.
2. The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet technical requirements of the Land Development Code and
to be consistent with the St. Lucie County Comprehensive Plan.
3. The project will not have an undue adverse effect on adjacent property, the character of
the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting
the public health, safety, and general welfare.
4. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
5. The project will be constructed, arranged, and operated so as not to interfere with the
development and use of neighboring property, in accordance with applicable district
regulations.
6. The project is to be served by adequate public facilities and services.
7. The applicant has applied for and received a Certificate of Capacity, a copy of which is
attached to this order, as required under Chapter V, St. Lucie County Land
Development Code.

NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 of the St. Lucie County Land Development Code, the
proposed Minor Site Plan to be known as Mainstreet Village -Lot A, is hereby
approved as shown on the site plan drawings for the project prepared by Lucido &
Associates, revised through August 15, 2013, and date stamped received by the St.
Lucie County Planning and Development Services Director on September 12, 2013,
subject to the following conditions:
1. Prior to the issuance of a Certificate of Occupancy the developer shall construct
concrete sidewalks as indicated on the site plan.
2. Prior to issuance of a building permit final engineering plans shall be reviewed
and approved by the St. Lucie County Engineering Division.
3. Prior to the issuance of the any building permit, the developer or his assigns,
shall provide an executed copy of a final utility service agreement.
4. Prior to issuance of a sign permit, a signage plan meeting the provisions of Land
Development Code Section 7.10.24.G. shall be reviewed and approved by the
Planning Division.
5. Prior to issuance of any construction authorizations, the developer, successors
or assigns, shall submit documentation from the St. Lucie County Fire District
indicating their approval of the project.
6. Prior to issuance of a Vegetation Removal Permit or Exemption, apre-
construction meeting with ERD staff shall be conducted to verify tree protection
measures have been put in place. Proper tree protection measures including
root pruning and suitable protective barricades shall be utilized, to ensure the
health of all preserved vegetation. In an effort to encourage the applicant to
preserve native trees, if proper tree protection methods are employed, and the
unintentional death of any tree proposed for preservation occurs, mitigation will
be at a ratio of 2:1 rather than the 4:1 penalty.
7. A copy of all applicable state or federal permits, jurisdictional determinations and
written approvals prior to issuance of a Vegetation Removal Permit and/or any
development activity, whichever comes first.
Note: The County's issuance of development approval does not constitute
compliance with any federal and state requirements. Applicable, federal and
state approvals/permits are required prior to the commencement of any

development activity (i.e. clearing, grading, removing structures, etc.). The
responsibility for contacting federal and state agencies, procuring
permits/approvals and compliance with applicable laws are the sole
responsibility of the applicant. Per Florida Statute 125.022, the issuance of
development approval does not create any liability on the part of the county if the
applicant fails to obtain requisite approvals or fulfill the obligations imposed by a
state or federal agency or undertakes actions that result in a violation of state or
federal law.
B. The property on which this Minor Site Plan approval is being granted is described as
follows:
BEING ALL OF LOT "A" AS SHOWN ON THE PLAT OF RESERVE COMMERCIAL
TRACT "A" NORTH
MAINSTREET VILLAGE, PHASE I, RECORDED IN PLAT BOOK 39, PAGES 22
AND 22A, PUBLIC
RECORDS, ST LUCIE COUNTY, FLORIDA.
CONTAINING 0.933 ACRES, MORE OR LESS.
Location: NE corner of Commerce Center Drive and Brandywine Lane.
C. The approvals granted by this administrative order shall expire on September 26, 2015,
unless an extension is granted in accordance with the provisions of Section 11.02.06 of
the St. Lucie County Land Development Code.
D. The developer is advised as part of this minor site plan approval for MainstreetVillage -
Lot A, including any successors in interest, the developer shall obtain all applicable
development permits and construction authorizations from the appropriate State and
Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, and
South Florida Water Management District, and the St. Lucie County Environmental
Resources and Building Departments prior to the commencement of any development
activities on the property described in Part B. Issuance of this permit by the County
does not in any way create any rights on the part of the developer to obtain a permit
from a state or federal agency and does not create any liability on the part of the
County for issuance of this permit if the developer fails to obtain requisite approvals or
fulfill the obligations imposed by a state or federal agency or undertake actions that
may result in a violation of state or federal law.
E. This Order shall become effective upon the date of approval indicated below. Should
the property owner, developer or authorized agent wish to appeal any condition

described in Part A above, all such appeals must be filed in writing with the County
Administrator within 30 days of the rendering of this Order, as described in Section
11.02.03(8), St. Lucie County Land Development Code. Should an appeal to this
Order be filed, no permitting reviews or further administrative action shall take place on
the processing of this development project until the appeal is resolved.
F. A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie Planning and Development
Services Director and mailed, return receipt requested to the developer and agent of
record as identified on the site plan applications.
G. The conditions set forth in Part A are an integral nonseverable part of the site plan
approval granted by this Order. If any condition set forth in Section A is determined to
be invalid or unenforceable for any reason and the developer declines to comply
voluntarily with that condition, the site plan approval granted by this order shalt become
null and void.
H. The Certificate of Capacity, attached to this order, shall be valid for the same period as
this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
I. This order shall be recorded in the Public Records of St. Lucie County.
