A RESOLUTION ADOPTING STANDARDS FOR THE OPERATION OF
ANIMAL SHELTERS PURSUANT TO SECTION 1-4-35, ST. LUCIE
COUNTY CODE OF ORDINANCES AND COMPILED LAWS;
AUTHORIZING THE COUNTY ADMINISTRATOR TO APPROVE
MINOR REVISIONS TO SUCH STANDARDS; AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. Section 1-4-35, "Animal Shelter Standards", of the St. Lucie County Code of
Ordinances and Compiled Laws, provides for the Board to adopt by resolution standards for
the operation of animal shelters in the unincorporated areas of the County.
2. Section 1-4-35 further specifies six (6) categories which must be addressed in the
standards adopted by the Board.
3. On August 21, 2013, the Animal Shelter Standards Committee voted 3-0 to
recommend to the Board that it adopt the standards for operation of animal shelters in the
unincorporated areas of the County as set forth in the Animal Shelter Standards Committee
Worksheet attached hereto and incorporated herein as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
1. This Board does hereby adopt the standards for the operation of animal shelters
as set forth in the "Animal Shelter Standards Committee Worksheet" attached hereto and
incorporated herein as Exhibit "A". The Worksheet shall be used to conduct inspections of
animal shelters pursuant to Section 1-4-36 of the St. Lucie County Code of Ordinances and
Compiled Laws.
2. This Board further authorizes the County Administrator to approve minor
revisions to the Animal Shelter Standards Committee Worksheet as may be recommended by
the Animal Shelter Standards Committee from time to time.
3. This resolution shall take effect on the date Ordinance No. 13-040 takes effect.

FSS 828.OS8 Euthanasia of dogs and cats.-
(1) Sodium pentobarbital, a sodium pentobarbital derivative, or other agent the Board of Veterinary Medicine may approve by rule
shall be the onty methods used for euthanasia of dogs and cats by public or private agencies, animal shelters, or other facilities which
are operated for the collection and care of stray, neglected, abandoned, or unwanted animals. A lethal solution shall be used in the
following order of preference:
(a) Intravenous injection by hypodermic needle;
(b) Intraperitoneal inaction by hypodermic needle;
(c) Intracardial injection by hypodermic needle; or
(d) Solution or powder added to food.
(2) A dog or cat may be tranquilized with an approved and humane substance before euthanasia is performed.
(3) Succiny~holine chloride, curare, curarifonn mixtures, any substance which acts as a neuromuscular blocking agent, or a chamber
which causes a change in body oxygen may not be used on a dog or cat for any purpose. However, whenever an emergency situation
exists which requires the immediate euthanasia of an injured, diseased, or dangerous animal, a law enforcement officer, a veterinarian,
or an agent of a local animal control unit or the designee of such an agent may humanely destroy the animal, as provided in s. 828.05.
(4)(a) Euthanasia shall be performed only by a licensed veterinarian or an employee or agent of a public or private agency, animal
shelter, or other facility that is operated for the collection and care of stray, neglected, abandoned, or unwanted animals, provided the
employee or agent has successfully completed a 16-hour euthanasia technician certification course. The curriculum for such course
must be approved by the Board of Veterinary Medicine and must include, at a minimum, the pharmacology, proper administration, and
storage of euthanasia solutions; federal and state laws regulating the storage and accountability of euthanasia solutions; euthanasia
techniaan stress management; and proper disposal of euthanized animals. An employee or agent performing euthanasia before
October 1,1993, must obtain certification by October 1, 1994. An employee or agent who begins performing euthanasia on or after
October 1, 1993, must obtain certification before performing any euthanasia. However, a certified veterinarian technician who is an
employee or agent as defined in the subsection, may perform euthanasia without completing the certification course required by this
subsection. Euthanasia must be performed in a humane and proficient manner.
(b) No dog or cat maybe left unattended between the time euthanasia procedures are first begun and the time death occurs, nor may
its body be disposed of until death is confirmed by a qualified person.
(5) The state attorney may bring an action to enjoin any violation of this act.
(6) Any person who violates the provisions of this act is guilty of a misdemeanor of the first degree, punishable as provided in s.
775.082 or s. 775.083.

SB 874 -Animal Shelters and Animal Control Agencies
CS/CS/SB 674 requires alt public or private animal shelters and animal control agencies to compile and maintain records concerning
the dogs and cats the facility takes in and the disposition of those animals. The bill requires these records to be made available to the
public pursuant to the provisions in ch. 119, F. S.

' FSS 823.1141 Disposal of bodies of dead animals; penatty.-
(1) Any owner, custodian, or person in charge of domestic animals, upon the death of such animals due to disease, shall dispose of
the carcasses of such animals by burning or burying at least 2 feet below the surface of the ground; provided, however, nothing in this
section shall proh(bit the disposal of such animal carcasses to rendering companies licensed to do business to this state.
(2) It is unlawful to dispose of the carcass of any domestic animal by dumping such carcass on any public road or right-oi-way, or in
any place where such carcass can be devoured by beast or bird.
(3) Any person violating any of the provisions of this secction shall be guilty of a misdemeanor of the second degree, punishable as
provided in s. 775.082 or s. 775.083.
(4) For the purposes of this act, the words "domestic animal" shall include any equine or bovine animal, goat, sheep, swine, dog, cat,
poultry, or other domesticated beast or bird.
