AN ORDER OF THE PLANNING AND DEVELOPMENT SERVICES DIRECTOR
OF ST. LUCIE COUNTY GRANTING APPROVAL FOR A MINOR ADJUSTMENT
TO THE FINAL PUD (PLANNED UNIT DEVELOPMENT) SITE PLAN FOR
RIVERBEND PUD, A 47-LOT SINGLE FAMILY RESIDENTIAL SUBDIVISION
ON 53.81 ACRES LOCATED AT THE NORTHEAST CORNER OF GILSON
ROAD AND TURNABOUT LANE
WHEREAS, the St. Lucie County Planning and Development Services Director has
reviewed the request for a Minor Adjustment to the Final PUD (Planned Unit
Development) submitted by Culpepper and Terpening, Inc. on behalf of Standard
Pacific of Florida, a Florida General Partnership and made the following
determinations:
1. Standard Pacific of Florida, a Florida General Partnership requested a Minor
Adjustment to the Final PUD Site Plan fora 47-lot single family subdivision
on 53.81 acres. The purpose of the site plan adjustment is to:
a. Remove the model homes on Lot 2 and Lot 3, and a provide a new
model home to be located on Lot 12;
b. Provide a temporary sales trailer on Lot 3;
c. Provide for a temporary construction trailer on Lot 33;
d. Add a new corner monument at Gilson Road/Turnabout Lane;
e. Add hardscape elements at the project entry, including pavers,
curbing and walls, landscaping along Gilson Road, a pedestrian gate,
a trail head facility and guardhouse/security modifications;
f. Add a mulched trail in the Conservation Tract No. 1;
g. Revise the emergency access on Turnabout Lane;
h. Add amenities to the pavilion area which include sidewalks, and an
outdoor grill; and
i. Allow temporary banners, flags, and signs for the model homes.
2. On October 23, 2012 the Board of County Commissioners through
Resolution No. 12-120 granted an Amendment to the Official Zoning Atlas
from AR-1 (Agricultural, Residential - 1) to PUD, and Preliminary/Final PUD
Site Plan approval fora 47-lot single family residential subdivision on 53.81
acres with common open space, a community park with pavilion and a
guardhouse located at the northeast corner of Gilson Road and Turnabout
Lane.
3. The Development Review Committee has reviewed the Minor Adjustment to
the Final PUD Site Plan for the proposed project pursuant to Section
11.02.05 and found it to meet technical requirements of Section 11.02.07 of

the Land Development Code and to be consistent with the general purpose,
goals, objectives, and standards of the St. Lucie County Comprehensive
Plan.
4. The site plan adjustment will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility
facilities or other matters affecting the public health, safety and general
welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site
design, landscaping and screening.
6. The improvements will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in
accordance with applicable district regulations.
7. The proposed project will be served by Port St. Lucie Utilities for potable
water and individual lots will provide on-site septic systems for waste.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.05 of the St. Lucie County Land Development
Code, the Minor Adjustment to the Final PUD Site Plan for Riverbend PUD, is
hereby approved as shown on the drawings prepared by Culpepper and
Terpening, Inc., dated October 10, 2013 and received by the St. Lucie County
Planning and Development Services Department on November 15, 2013 for
the property described in Paragraph B subject to the following conditions:
1. All previous conditions of approval, as contained in Resolution No. 12-
120 have been consolidated herein. The petitioner shall comply with
all previous conditions of approval previously established by the Board
of County Commissioners, unless expressly modified herein.
2. Condition B-1, and Conditions B-4 through B-11 of Resolution No. 12-
120 remain unchanged.
3. Conditions B-2 and B-3 of Resolution No. 12-120 shall be deleted.
4. Condition B-12 of Resolution 12-120 is hereby amended as follows:
Prior to the issuance of the first certificate of occupancy for a single
family residence (not including model homes) the following list of
amenities shall be constructed with a certificate of occupancy or

completion issued by the County's Building Department in accordance
with the approved site plan:
a. Guard house adjacent to Gilson Road.
b. Perimeter wall and fence adjacent to Gilson Road.
c. Monument sign adjacent to Gilson Road.
d. Community park improvements, including landscaping.
e. Conservation Tract No.1 area improvements, including the trail
and perimeter fence.
5. Condition B-13 is hereby created and shall be incorporated in
Resolution No. 12-120 as follows:
The temporary sales trailer and parking lot improvements on Lot 3
shall be removed in its entirety no later than 30 days after the issuance
of a certificate of occupancy or completion for the model homes.
6. Condition B-14 is hereby created and shall be incorporated in
Resolution No. 12-120 as follows:
Prior to the issuance of the building permit for last single family home
the temporary construction trailer on Lot 33 and the temporary parking
lot improvements on Lot 2, including the temporary access road
adjacent to Gilson Road shall be removed in its entirety and be
restored in accordance to the approved landscape plans.
7. Condition B-15 is hereby created and shall be incorporated in
Resolution No. 12-120 as follows:
Prior to the installation of any temporary flags, banners or signs for
single home sales, a sign package is required to be submitted for
review and approval to the Planning Division. Said sign package will
show the sign type(s), dimensions, colors, and location for placement.

C. The approvals granted by this administrative order shall expire on October 23,
2014 unless building permits are issued or an extension is granted in
accordance with the provisions of Section 11.02.06 of the St. Lucie County
Land Development Code.
D. The developer is advised as part of this Minor Adjustment Site Plan approval
for Riverbend PUD, including any successors in interest, the developer shall
obtain all applicable development permits and construction authorizations
from the appropriate State and Federal and local regulatory agencies
including, but not limited to, the United States Army Corps of Engineers, the
Florida Department of Environmental Protection, and South Florida Water
Management District, and the St. Lucie County Environmental Resources and
Building Departments prior to the commencement of any development
activities on the property described in Part B. Issuance of this permit by the
County does not in any way create any rights on the part of the developer to
obtain a permit from a state or federal agency and does not create any liability
on the part of the County for issuance of this permit if the developer fails to
obtain requisite approvals or fulfill the obligations imposed by a state or
federal agency or undertake actions that may result in a violation of state or
federal law.
E. A copy of this Order shall be attached to the site plan drawings described in
Part B, which plan shall be placed on file with the St. Lucie County Planning &

Development Services Director and mailed, return receipt requested to the
developer and agent of record as identified on the site plan applications.
F. This order shall be recorded in the Public Records of St. Lucie County.
