LUCIE COUNTY, FLORIDA WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. The global spread of HIV infection and AIDS necessitates a world wide effort to increase communication, education and action to stop the spread of HIV/AIDS. 2. The Joint United Nations Program on HIV/AIDS (UNAIDS) observes December 1 of each year as World AIDS Day, a day to strengthen the worldwide effort to stop the spread of HIV/AIDS. 3. As of June 2013 of this year, St. Lucie County had 1,082 living cases of AIDS reported representing 70% of all AIDS cases in Area 15. 4. Florida is third in the nation for HIV/AIDS infection 5. World AIDS Day provides an opportunity to increase awareness of the importance of HIV and AIDS prevention, fight stigma fear and ignorance which cripples our HIV prevention, care and treatment efforts, and promote support and caring for people with HIV infection and AIDS. 6. The 2013 UNAIDS World AIDS Day theme is'~Getting to Zero HIV new Cases, Zero Discrimination and Zero AIDS related Deaths". In 2006, the Florida Department of Health of St. Lucie County was ranked fourth in the State of Florida for HIV/AIDS infections. For the first time in 8 years our rates have dropped below the State of Florida rate for new HIV cases by 54%. We must maintain these gains to continue our efforts. We must fight stigma and discrimination in our community that stops our community members from accessing HIV prevention, care and treatment services and push towards greater access to treatment for all and 'Get to Zero AIDS related deaths". NOW, THEREFORE, BE IT RESOLVED that St. Lucie County does hereby proclaim December 1, 2013, World AIDS Day and urges all St. Lucie County citizens to take part in activities and observances to increase awareness and understanding of HIV/AIDS as a global challenge, recognizing the important leadership role that can be played by people living with HIV/AIDS and joining the global effort to stop the spread of HIV/AIDS in St. Lucie County.
