LUCIE COUNTY GRANTING APPROVAL FOR A MINOR SITE PLAN 6 TO BE KNOWN AS ST LUCIE COUNTY SHERIFF'S OFFICE GUN RANGE 7 s WHEREAS, the St. Lucie County Planning & Development Services Director has reviewed the 9 request for a Minor Site Plan submitted by Stephen Cooper, P.E. on behalf of the St. Lucie to County Sheriff's Office and made the following determinations: 11 12 1. St. Lucie County Sheriff's Office requested a Minor Site Plan for an outdoor gun range 13 with 7,561 square feet of buildings that consist of office, classrooms and storage to be 14 known as the St. Lucie County Sheriff's Office Gun Range. The subject 13.37 acre is property is located at 2191 Coolidge Road. The Future Land Use is AG-2.5 (Agriculture 16 -2.5) Industrial) and the Overlay Zoning District is Research and Education Park-Zone 17 B (Research Agriculture Zone). 18 19 2. The Development Review Committee has reviewed the Minor Site Plan for the proposed 2 o project pursuant to Section 11.02.03 and found it to meet technical requirements of 21 Section 11.02.07 of the Land Development Code and to be consistent with the general 22 purpose, goals, objectives, and standards of the St. Lucie County Comprehensive Plan. 23 24 3. Planning staff has performed a detailed analysis of the project and determined it to be 2 s consistent with the St. Lucie County Land Development Code and Comprehensive Plan. 26 The analysis is found in the Planning and Development Services Department 27 Memorandum entitled St. Lucie County Sheriff's Office Gun Range, dated February 12, 2s 2014. 29 3 0 4. The project will not have an undue adverse effect on adjacent property, the character of 31 the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting 32 the public health, safety, and general welfare. 33 34 5. All reasonable steps have been taken to minimize any adverse effect of the proposed 35 project on the immediate vicinity through building design, site design, landscaping, and 36 screening. 37 3s 6. The project will be constructed, arranged, and operated so as not to interfere with the 39 development and use of neighboring property, in accordance with applicable district 4 o regulations. 41 42 7. The project is outside the Urban Service Boundary (USB) and will be served by private 43 wells and septic systems. 44 45 8. NOW, THEREFORE, BE IT ORDERED: A. Pursuant to Section 11.02.03 of the St. Lucie County Land Development Code, the Minor Site Plan to be known as the St. Lucie County Sheriff's Office Gun Range is hereby approved as shown on the Minor Site Plan drawings prepared by Stephen Cooper, P.E. dated stamp received by the St. Lucie County Planning 8~ Development Services Department on February 6, 2014 for the property described in Paragraph B subject to the following condition: 1. Within 180 days of receiving site plan approval, the applicant shall remove the western outfall as depicted on the site plan. Upon completion of this work, the applicant is obligated to contact the St. Lucie County Water Quality Division for an on-site inspection. B. The property on which this Minor Site Plan approval is being granted is described as follows: SITE LEGAL DESCRIPTION: THAT PART OF THE SOUTHWEST %4 OF SECTION 14, TOWNSHIP 35 SOUTH, RANGE 39 EAST, LYING WEST OF THE FLORIDA STATE TURNPIKE, INST. LUCIE COUNT, FL, MORE PARTICULARLY DESCRIBED AS FOLLOWS TO WIT: BEGINNING AT THE SOUTHWEST CORNER OF SAID SECTION 14, TOWNSHIP 35 SOUTH, RANGE 39 EAST, THENCE RUN SOUTH 89 DEGREES 56 MINUTES 07 SECONDS EAST ALONG THE SOUTH LINE OF SAID SECTION A DISTANCE OF 939.78 FEET TO THE WEST RIGHT OF WAY LINE OF THE SUNSHINE PARKWAY; THENCE NORTH 36 DEGREES 54 MINUTES 18 SECONDS WEST 1,609 FEET TO THE WEST LINE OF SAID SECTION 14; THENCE SOUTH 2 DEGREES 42 MINUTES 03 SECONDS EAST 1,335 FEET TO THE POINT OF BEGINNING. The approvals granted by this administrative order shall expire on February 14, 2016 unless building permits are issued or an extension is granted in accordance with the provisions of Section 11.02.06 of the St. Lucie County Land Development Code. D. Issuance of this permit by the County does not in any way create any rights on the part of the developer to obtain a permit from a state or federal agency and does not create any liability on the part of the County for issuance of this permit if the developer fails to obtain requisite approvals or fulfill the obligations imposed by a state or federal agency or undertake actions that may result in a violation of state or federal law, E. A copy of this Order shall be attached to the site plan drawings described in Part A, which plan shall be placed on file with the St. Lucie County Planning & Development Services Director and mailed, return receipt requested to the developer and agent of record as identified on the site plan application. F. The Certificate of Capacity, attached as Exhibit A, shall be valid for the same period as this order. If this order expires or otherwise terminates, the Certificate of Capacity shall automatically terminate. G. This order shall be recorded in the Public Records of St. Lucie County. The expiration date can be extended only under the same terms and conditions as the underlying development orderissued with this certificate, or for subsequent development order(s) issued for the sam rop ,use and size as described herein.
